Head Nurse

General Objective

Under the direct supervision of the Emergency Response Manager (ERM), the Head Nurse is responsible for the daily management of the nurses, ensuring that the beneficiaries are well followed up by the Nurses, and reporting any suspected or confirmed cases for COVID-19 in the areas of intervention.

Syrian refugees and vulnerable host communities will be identified by the Community Health Volunteers (CHVs) or through outreach activities in Informal Tent Settlement (ITS), Collective Shelters, or other assigned priority area supported by PU-AMI, and will participate in the preparation of the Health education materials and with health education, counseling, referrals and cases follow up.

 

Responsibilities and Tasks

COMMUNITY-BASED SURVEILLANCE INTERVENTIONS

  • Provide assistance through preventative services at the community level and for Public Health Supervisors, Nurses and Volunteers when needed as part of the community-based surveillance intervention and part of the community health network;
  • Support training modules for building the capacity of the Community Health Volunteers, and other assigned staff in their area of expertise/topic (i.e. infection prevention control, awareness sessions for caregivers and about COVID-19 signs and symptoms, any other topic of public health relevance, etc.);
  • Provide training on selected topics on Communicable Diseases with special focus on COVID-19 and other of Public Health relevance;
  • Liaise with Public Health Supervisors and Nurses for the development of outreach activities intervention;
  • Ensure that Nurses’ referrals are maintained for the detected at-risk beneficiaries to the nearest Primary Health Care Center (PHCC) to assess full package of medical care and explain the provision of services available at the PHCC level;
  • Support the development of educational material (i.e. Field assessment/testing) for assigned topics of public health impact;
  • Provide awareness sessions on the proper use of Personal Preventive Equipment (PPE) for the Nurses in order to prevent any outbreak among them and as well with the communities living in a crowded setting;
  • Ensure that Nurses conduct assessment and follow-up on targeted patients with COVID-19 or with other public health problems of concern such as communicable diseases in informal settlements and host communities in the ITS or collective shelters, or other selected priority areas where intervention is needed;
  • Create tools related to community-based surveillance and infection prevention control measures in collaboration with Emergency Response Manager, Health Coordinator, and Pharmacist Specialist;
  • By the delegation of ERM, represent the organization in any relevant external meetings;
  • Upon agreement and as per an informed consent of the beneficiaries, set up the schedule for Nurses to conduct visits or phone calls to develop the health education program and counseling for COVID-19 patients;
  • Ensure good health education for any other assigned population at risk to develop any public health relevant communicable disease;
  • Liaise with the health team to keep track/follow up on special cases;
  • Participate in all the assessment visits referred by UNHCR, and ensure to deliver COVID-19 key messages related to safe isolation to the visited families in case needed;
  • Provide comprehensive health feedback through the online assessment and ensure that families have a safe place to stay;
  • Proactively attend rapid response team meetings and ensure good communication with other team partners if requested under the delegation of ERM and Health Coordinator;
  • Follow the safety and security precautions as per PU-AMI’s SOP regarding the prevention of COVID-19 transmission.

 

TEAM MANAGEMENT AND CAPACITY BUILDING

  • In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management at the base level by participating in drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  • Brief newly recruited personnel on their roles and responsibilities;
  • Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules, and regulations;
  • Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, training and capacity building, etc.) in collaboration with the Human Resources department and Health Project Manager;
  • Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
  • Define and implement the required training(s) to subordinate(s) regarding the task to be developed on the framework of the project (organizational and medical support, methodology, organization of training sessions, etc.);
  • Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
  • Solve team conflicts and ensure team building and discipline.
  • Ensure each of the team members has a clear vision on targets and tasks to be performed for smooth development of program activities (i.e. submit regularly updated Key staff work plan);
  • Create coordination mechanisms specific to the team and ensure proper program implementation and direct staff supervision on major tasks/roles ensuring high-quality implementation while ensuring proper coordination with Health Project Managers in the bases;
  • Conduct regular field visits to follow up with Nurses in the areas of intervention.

 

REPORTING

  • Collect necessary information from Nurses in all areas on confirmed cases and other conditions of public health relevant to communicable diseases and report accordingly;
  • Support Nurses when conducting assessment for beneficiaries and report to the line manager the collected data on a daily and weekly basis and compile reports on a monthly and quarterly basis;
  • Directly report any difficulties or delays in the implementation of activities to the line manager;
  • Keep up to date the line manager about the changes observed in the field to ensure continuous learning process and activities adjustment;
  • Liaise with the IM Officer to make sure data registration is accurate on hard and digital copies.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

Mandatory Requirements

  • Language skills: Fluent in Arabic & English (French is an asset)
  • Education degree: Nursing Diploma, certificate of registration at the Nurse Syndicate, authorization from the Ministry of Public Health to practice nursing in Lebanon.
  • Work experience: Proven experience working as a Nurse; preferable working experience in NGOs with at least 2 years in a managerial position.
  • Knowledge and skills:
    • Good knowledge of Lebanon governorate geography, willingness to work at the community level;
    • Excellent knowledge of counseling pregnant and lactating women;
    • Excellent communication (especially in public) and diplomacy skills to manage the relationship in potentially tense situations;
    • Literacy in reporting, experience in conducting surveys
  • Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook
  • Other: Valid driving license (1-year minimum)
