PROJECT OVERVIEW
ECODIT will soon begin implementation of the USAID Lebanon Diverting Waste by Encouraging Reuse and Recycling (DWERR) Activity (the Project), a five-year project that will establish sustainable and replicable integrated solid waste diversion and valorization solutions in different rural areas in Lebanon, leading to improved social and economic well-being for Lebanon’s population. Working concomitantly with municipalities, local communities and the private sector, the Project will (1) develop sustainable composting value chains for organic waste, and strengthen existing recycling value chains (RVCs) for inert recyclable materials in select municipalities serving as pilots initially, and then support replication by other municipalities across Lebanon building on lessons learned from the pilots; and (2) implement integrated Solid Waste Management (SWM) solutions for unions or clusters of municipalities.
DUTIES & RESPONSIBILITIES
Under the overall management of the Chief of Party (COP), the Private Sector Engagement (PSE) / Public Private Partnerships (PPPs) Specialist will:
- Identify opportunities to effectively engage the private sector in all project activities, including through regular research, analysis and outreach;
- Impart the principles of USAID’s PSE Strategy to project activities and stay up-to-date on the latest PSE trends in the country, region, and globally;
- Test incentives for solid waste source separation, develop business models in support of pilots, and document successful incentives and business models, and lessons learned from these pilots, for purposes of replication;
- Facilitate negotiations and build alliances between municipalities, social enterprises, private sector companies, and/or investors to put in place business agreements and working PPPs to implement the proposed pilots and the integrated SWM solutions in the target municipalities and clusters/unions;
- Lead the preparation of feasibility studies and municipal implementation plans for the pilots and the integrated SWM solutions; and
- Provide technical expertise to the project team and grantees to incorporate PSE considerations in their work.
The PSE/PPPs Specialist will be based in Beirut, Lebanon, and will be expected to travel regularly and frequently to other locations throughout Lebanon to execute the above duties and responsibilities.
Starting Date: September 1, 2020.
MINIMUM REQUIREMENTS
- Master’s degree in economics and finance, business administration, business law, economic development, or related field. A Bachelor’s degree with three years of additional relevant work experience can be substituted for a Master’s degree.
- At least 5 years of progressively responsible experience in facilitating investments and managing/implementing PSE/PPP projects to implement and/or deliver municipal services. Familiarity with SWM issues a plus;
- Demonstrated ability to bring together municipalities, businesses and investors to form partnerships to implement public service projects;
- Experience preparing feasibility studies and business agreements;
- Familiarity with USAID’s PSE Strategy and other relevant policies a plus;
- Demonstrated organizational skills and strong track record in meeting deliverables and deadlines; and
- Demonstrated professional oral and writing skills in English and Arabic.
