CARE International in Lebanon (CiL) is part of a regional response to the Syrian Crisis to meet the immediate and most urgent needs of those who have fled Syria and provide support to local vulnerable host populations. CARE’s programs are also designed to meet longer term needs. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates CARE has a special emphasis on working with women and girls as a pivotal force for social change.

Working Conditions:

This position will be located primarily in an office environment in Beirut. Also, frequent visits to the field will be required. Working areas include but are not limited to South, Mount Lebanon, and North Lebanon.

Education & Certifications:

-               BS in Management, statistics, social sciences or equivalent (as a minimum)

-               Adequate training in Research is needed

Minimum Education Level:

Bachelor’s Degree

Proven Experience:

  • Minimum 3 years’ experience in NGO
  • Minimum 2 years of experience ideally in Monitoring & Evaluation.
  • Proven experience in the INGO working in the humanitarian sector
  • Demonstrated writing skills and ability to do research/collect data.
  • Experience designing and implementing evaluations and/or M&E systems.
  • Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.
  • Experience in alternative and participatory evaluation methods such as Most Significant Change, Outcome Mapping or Participatory Action Research is an asset, but not a requirement.
  • Good understanding of humanitarian principles and humanitarian processes

IT / Software / Technical Skills:

  • Knowledge and familiarity with MS offices, statistical packages, data collection tools (such as Kobo)

Detailed Responsibilities & Tasks

Design and implement a structure to manage the information flow and draw a dissemination plan for all information products.

  • Manage and maintain flow of external and internal information.
  • Identify new information data requirements to support operation and provide information management support.
  • Gather and report time critical/information/data.
  • Address information gaps.
  • Coordinate information inputs from other ERT members to guarantee complete and accurate information.
  • Work closely with project managers, partners, M&E focal points to ensure across consistency and accuracy.
  • Ensure communications support (in line with CARE’s HAF/CHS) to CO Focal Point for Programme Quality and Accountability to ensure effective information sharing with communities and local stakeholders.
  • Attend to information requests that can come from different stakeholders (external and internal).
  • Develop and implement an information management strategy.
  • Update of weekly emergency response sitrep through compilation of indicators, update of context, security situation, CIL’s operations, and overall response
  • Support the system to track the hotline/ complaints system
  • Support partners in developing, implementation and review of information management needs and solutions
  • Attend relevant working group meetings and external meetings and conferences
  • Coordinate with CARE regionally, globally and with other CARE offices and members to align the office data flow and approaches.
