Emergency Project Manager

OBJECTIVE OF THE POSITION:

Based in Beirut, under the direct responsibility of the Country Manager, and with the support of the regional and HQ teams, (operational and technical), you will be responsible for:

  • Finalising the emergency strategy of intervention;
  • Ensuring a smooth coordination between the intervention components under your responsibility;
  • Ensuring that needed transversal technical support between the intervention components are implemented and followed;
  • Setting up and ensuring the continuous monitoring of the activities under your management including qualitative and quantitative monitoring;
  • Managing the team under your responsibility, including regular meeting and guidance, development of individual action plans when necessary;
  • In coordination with the logistics and the administrative departments, ensuring the respect of the administrative and logistics procedures within the intervention under your management;
  • Managing the project budget and following-up the expenses as well as providing monthly budget forecast;
  • Developing and maintaining an efficient referral system as well as potential operational partnerships within the project;
  • Regularly reporting on the above activities (statistic, review monthly objectives, etc.) as per requests;

 

Responsibilities

 

REPRESENTATION

  • In coordination with the Country Manager you represent HI in the intervention area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of  activities;
  • Participate when needed/relevant to the Working Groups at national and/or local level;
  • Work closely with the Country Manager on identified operational opportunities and external relations;

 

INTERVENTION IMPLEMENTATION

 

  • Finalise the emergency strategy of intervention, adapt/adjust it upon needs;
  • Formalize operational framework for intervention implementation in link with relevant interlocutors/ensure this framework is produced: operational and technical guidance and tools;
  • Ensure training and capacity building of you team for intervention implementation;

SUPERVISION AND MONITORING

  • Ensure the coherence and the homogeneity of the intervention under your responsibility (methodologies, indicators and results follow up);
  • Supervise the implementation of the intervention through the management of the managers under your responsibility;
  • Organize and animate team coordination meetings as frequently as possible;
  • Organize field visits on a regular basis;
  • Organize and animate workgroups on a regular basis with each manager under your supervision;
  • Inform your line manager of any relevant issue related to the intervention implementation;
  • Ensure a monthly follow up of the project indicators;
  • You are responsible for the budget lines under your management, and you provide forecasts on these budget lines to the Finance Manager on a  monthly basis;
  • You are responsible for eligibility and good utilization of funds allocated to the intervention under your management.

 

HUMAN RESOURCES MANAGEMENT

  • Ensure strict application and respect of the Internal Regulation by your related staff. You can suggest precision/adaptation of certain rules taking into account the specificities of the emergency intervention;
  • Define, with each member of your staff, his action plan and delay for reaching defined goals (IAP);
  • Support and advise your team in the implementation of their IAP;
  • Ensure feed back towards your team about issues potentially raised by them;
  • Ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed);
  • You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission: individual interviews, oral and written evaluations;
  • Ensure conflict resolution (personal and professional) within your team;
  • Propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the Country Manager;
  • Support your staff in their management duty: coordination meetings, individual interviews, etc.

 

DATA MANAGEMENT

  • Ensure that the Information System Management related to your intervention is set-up and appropriated by your teams;
  • Provide your colleagues with statistical data and analysis on the activities under your responsibility;
  • Prepare statistical reports that will document the project.

 

REPORTING

  • In charge of the operational follow-up tools for intervention under your responsibility and you consolidate information provided by managers under your management;
  • Contribute to the situation report (SITREP) by providing relevant data related to your position and to your team activities (consolidation of information from your team);
  • Provide regular reporting on your activities to the Country Manager upon his/her solicitation (coordination meeting, workshop meeting, etc.);
  • Prepare donor reports and you participate in proposal writing under the supervision of the Regional Grant Developer;
  • Provide with a mission report and/or handover document at the end of your contract;
  • Debriefing at the end of your mission.

 

Confidentiality is required in all these responsibilities.

EDUCATION AND EXPERIENCE:

  • High degree diploma is recommended
  • Strong communication and interpersonal skills is expected
  • Proven organisational skills is necessary
  • French or English mandatory (oral and written)
  • Strong project and team management skills mandatory
  • Strong communication and reporting skills

  • Ability to work under high pressure with a great level of personal organisation

Basic salary range for the position : The emergency Project Manager  is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD 2170 – USD 3050
