Shelter Technical Advisor

Roles & Responsibilities 

1- Activities implementation

  • Take part in the technical assessment, design and implementation of  shelter activities (eg. Minor Rehabilitation, Site improvement, SOK);
  • Plan (daily and weekly) the field activities, supervise the contractors and/or daily workers and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works.
  • Ensure that all measures have been taken and rules followed to ensure security on-site;
  • Provide the expertise and contribute to the improvement of activities through critics, analysis and suggestions;
  • Supervise the field implementation of shelter activities (eg. Producing BOQ, Workplan, validation of the progress, motnitor the target progress, solve conflicts in the field );
  • Carry out additional assessments when requested;
  • Assure the adequate compliance and adherence to available SoPs and Guidelines;
  • Participate in team workshops and lessons learnt seminars.

2-Assessment, monitoring & evaluation of activities

  • Support the shelter team for technical assessment in the field;
  • Support the team for shelter rehabilitation when they face technical issue during the works.
  • Supervise the works implemented by the contractors, taking into account the specification, deadline and budget.

3-Community mobilization

  • Introduce the technical aspects of the activities & organize meetings with Communities.

4-Capacity building

  • Support each Shelter Field Officer/Worker in improving his/her technical performance.
  • Provide technical guidance/trainings to the shelter team regarding rehabilitation and/or construction works, basic knowledge.
  • Be pro-active in the creation of tools supporting the team in there field tasks

5-Reporting

  • Collect all information and oral/written reports on the progress of Shelter activities to his/her Manager;
  • Make regular report in English on the progress of activities;
  • Report immediately any delay, problem or other relevant information to his/her manager;
  • To accurate report, follow up on and submit referrals when needed to the  line manager and / or the referral officer, following PU-AMI mechanisms;
  • Communicate with the other sectors to homogenize the methodology and the conditions of intervention.

6-Logistics & administration

  • Define the needs in items corresponding to the planned interventions; prepare the Purchase request;
  • Ensure the follow-up and the proper use of materials and tools used during on-site works;
  • Manage the supply of items to the work site in collaboration with logistics department;
  • Use the PU-AMI forms for all exchange with the logistic & administration services;
  • Implement daily worker payment and/or beneficiaries’ payment in coordination with the administrative department.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

Mandatory requirements
  • Language skills: Fluent in Arabic and English (speaking/reading/writing)
  • Education degree: University degree in civil engineering, or good knowledge in construction works.
  • Work experience: 3 years’ experience in a similar position (NGOs/private companies) in Shelter/Construction fields at Management position.
  • Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) and AutoCAD
  • Others:
  • Valid driving license (2 year minimum);
  • Knowledge in Shelter  and construction works;
  • Good management and pedagogical skills;
  • Good knowledge of Saida, BML and Akkar Governorates, willing to travel and adaptability;
  • Excellent communication and diplomacy skills to manage relationships in potentially tense situations.
 Assets
  • Other Knowledge: Good leadership capacity.
  • Interests:
  • Strong motivation to work in the humanitarian sector;
  • Understanding of the social and political situation in the area.
  • Transversal skills:
  • Well organized;
  • Conflict resolution and diplomacy experience;
  • Ability to analyze and suggest improvement;
  • Ability to take initiative to deal with difficulties encountered in daily work;
  • Ability to adapt or change priorities according to the changing situation within a mission or the organization itself;
  • Impartial and neutral in all situations;
  • Hard worker and autonomous;
  • Able to manage stress and pressure.
