Health Field Manager - Emergency Response

Background:

When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance.

International Medical Corps: provides safe, timely, effective, efficient, equitable and patient centered care; offers needs-based response according to the context and type of Sudden Onset Disaster and/or outbreak in the affected nation: adopts a human rights-based approach to their response; ensures they are accessible to all sections of the population affected by the SOD and/or outbreak particularly the vulnerable; and treats patients in a medically ethical manner consistent with the World Medical Association Medical Ethics Manual.

International Medical Corps is accountable to: patients and communities; host government, Ministry of Health; our organization and donors. International Medical Corps commits to a coordinated response under the national health emergency management authorities. International Medical Corps collaborates with the national health system, the cluster and the humanitarian community.

Job Purpose:

This position will support International Medical Corps' emergency response delivering outpatient clinical care to disaster effected populations by Beirut Blast.

Supports the Health field team in implementing project activities and coordinates with M&E for reporting and data collection. Coordinates with external stakeholders on a regional/community level and works with the accountability officer on addresses community complaints

Main Responsabilities:

  1. Program Implementation
  • Work under the supervision of the Health Programs Manager and with the field team to assure proper and compliant program implementation by conducting joint field visits to PHCCs:
  • Verify implementation of activities as detailed in the service agreement contract signed with PHCC
  • Monitor and improve upon on PHCC processes contributing to program objectives and targets
  • Collaborate with Quality Officers on achieving each PHCC quality improvement plan
  1. Service Provider Contracts
  • Will be responsible to ensure all processes are implemented to contract new service provided as needed for program activities
  • Guide the team and support the program assistant on all contractual matters (negotiate prices, service delivery terms…)
  • Make sure that contracts are ready to sign based on the project timeframe
  1. Reporting:
  • Support field team on qualitative reporting as requested by Health Programs Manager
  1. Referrals and complaints:
  • Support field team with addressing these as requested by Health Programs Manager
  1. Internal Coordination:
  • With all other IMC Field Staff to ensure smooth and proper implementation of program
  1. External Coordination:
  • Participate in the sectoral meetings and other stakeholder meeting as requested by Health Programs Manager
  1. Donor visits:
  • Support field team during visits as requested by the Health Programs Manager

A minimum of two years of satisfactory working experience in a senior supervisory role
Supervisory or managerial position at a Hospital, PHCC, or any Health-focused NGO
