Food Security and Livelihoods Officer - Beirut

ROLE PURPOSE:The Food Security and Livelihoods Officer (FSL Officer) will be based in Beirut, as a member of the Food Security and livelihood team, the FSL officer will ensure and monitor the implementation of Livelihood activities in Beirut and Mount Lebanon, and ensure that humanitarian needs are identified and addressed on an ongoing basis.

The FSL officer will ensure that the implementation plan is set and that activities are implemented in line with the plan and are of a high technical quality, that monitoring is conducted on time, that reporting is high-quality, timely, and reflects actual figures from the field, and that the programme implementation is continually assessed, critical path identified, and Contingency solutions quickly put in place for any changes in context.

SCOPE OF ROLE:

Reports to: Project Manager

Staff directly reporting to this post:  FSL Assistants

 

KEY AREAS OF ACCOUNTABILITY:

- Prepare weekly and monthly work plans and ensure the FSL assistants follow the plans.

- With his line manager develop phased budget based on planned activities according to the implementation plan.

- Assist with the training of the FSL Assistants to ensure they have solid understanding of key programme documents and tools, including M&E questionnaire.

- Actively participate in the collection and analysis of information used to determine vulnerability, and create transparent targeting criteria, assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation.

- Monitor the work conducted by the FSL assistants in different sites where activities are implemented.

- As line Manager, support FSL assistants in their skills development and career growth through coaching and provision of trainings when applicable.

- Contribute to the development of different tools needed for proper implementation of programmes such as (MOUS , FGDs, PDMs…ectc)

- Organize and conduct trainings for all programme beneficiaries.

- Contribute to data entry, as needed.

- Work with logistics to follow up on procurements within the procurement plan to ensure efficient implementation.

- Produce timely reports for internal use, and contribute to donor reports on the status of on-going programming.

- Act as a liaison between communities and the Save the Children office; maintain good relationships with beneficiaries and local leaders/authorities; and represent Save the Children while in the field.

- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE:

- Degree in Economics, International Relations, Development studies or similar field

- Minimum 2 years of experience in development programs, preferably working in food security and & livelihoods, and with experience in Community Support Projects.

- Experience in managing a team

- Good time management skills

- Experience in data collection

- Experience in field work and community mobilization; and in training groups of beneficiaries

- Fluency in written and spoken Arabic and English

- Computer skills (especially Excel)

- Strength in interpersonal, communication and presentation skills

- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 

- Available to travel in country

- Food Security & Livelihood in emergencies

- Community-based participatory approach
