Health Field Officer

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

 

GENERAL OBJECTIVE

Under the direct supervision of Health Team PHCC Manager, the Health Field Officer is responsible for the supervision and monitoring of the PHC on the administrative, managerial part and very specific medical aspects that ensure the quality of health care provided at the PHCC for the smooth implementation of the Flat Fee Model (FFM).

 

Role and Responsibilities

  • Towards implementation of the Flat Fee Model in selected PHCC supported by PU-AMI
  • Responsible of the validation by case of the specific laboratory and imaging test requested by physicians (General Physicians, Gyn/Obst, Pediatricians)
  • Monitoring the correct implementation of the internal referral system or follow up (based on the tracking system at the community level).
  • In charge of field level monitoring of the activities of the partner health structures, including: data collection, invoices, use of allocated funds, staff attendance, facilities opening hours, consultations timing, etc.
  • Responsible of provision all related documentation requested as administrative procedures as described in the Memorandum of Understanding.
  • Provide support to the Quality Assurance Advisor on daily work activities of the interventions at the PHCC.
  • Keep close collaboration with the Medical Advisor regarding complaints or medical requests received from physicians on utilization of laboratory and imaging tests.
  • Maintain very close collaboration with the Pharmacist and Pharmacist  on the smooth development of activities in the pharmacy (notification to responsible on follow up task when assistance is needed).
  • Lead the dissemination of the information on the referral system and its procedures to the health facilities—lease with the Team Health Community Manager.
  • Coordinate with the PHCC Director any activity to take place as health campaign, distribution of kits to pregnant and lactating women among others.
  • Provide feedback to the PHCC Director about opportunities to improve the services provision and keep up to standards.
  • Promote every staff is following their tasks accordingly to their job descriptions.
  • Coordinate with the PHCC staff round table discussions [Office1] on work follow up
  • Collect all the data concerning the referral system, infectious diseases and procedures.
  • Ensure follow-up of the patients’ needs.
  • In coordination with MEAL Department, leads health-related assessments of the beneficiaries’ needs, impact survey.
  • Conduct technical assessment using specific formats.

 

  • Monitoring & Guidance
  • Make sure the activities at the PHCC are running smoothly and the quality of service is preserved (e.g. provision of daily Health Education/Awareness sessions in the PHCC, activation of triage at any time).
  • Provide technical guidance to the data entry clerk in the PHC.

 

  • Logistics & Administration
  •  Contribute to the logistics and financial planning of daily intervention schedules.
  • Ensure the follow-up and the proper use of material and tools.
  • Manage the supply of material to the work site, in collaboration with the Logistics department.

 

  • Reporting & Follow-up
  • Be a major contributor to work related reports and review before submission to the direct manager.
  • Contribute to the analysis of collected data, and provide feedback to the direct manager on a weekly, monthly, quarterly basis or adhoc.
  • Reports on the progress of evaluation activities on a daily and weekly basis.
  •  Contribute to the financial report of the assigned PHCC/s and ensure their quality.
  • Report immediately any suspect case that activate the threshold to immediate notify the MoPH and further investigation.

 

PRIORITIES OF THE DEPARTMENT

  1. set up the flat flee model concerning mou administrative requirements
  2. support phcc director in setting the ground for the smooth implementation of health activities with quality.
  3. coordinate interactively with medical advisor, quality assurance advisor and pharmacist, team phcc manager to successful follow up the improvement expected to improve the quality of care
  4. follow up together with the meal department and health information system team leader on health information systems and ensure the quality of data provided through ensuring
  5. support when need to the pharmacy management through daily tracking as well as dos.
  6. follow up on the financial aspects through preparing weekly and monthly the financial reports supported by good documentations.

 

Mandatory requirements
  • Language skills: Fluent in English and Arabic
  • Education degree: University degree health-related field preferred in nursing, pharmacist and medical lab
  • Work experience: Proven experience in NGOs
  • Knowledge and skills:

- Valid driving license (2 years minimum)

- Good knowledge of Saida geography, willing to travel a lot locally

 

- Excellent communication (especially in public) and diplomacy skills to manage relationships in potentially tense situations

- Literacy in reporting, experience in conducting surveys

  • Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook
