Partnership Coordinator - Beirut

ROLE PURPOSE: The Partnerships Coordinator will support the implementation of Save the Children Lebanon’ partnership strategy and its operationalisation. The Partnerships Coordinator will support the mapping and identification of new partnership opportunities, contribute to the assessment of partners’ organisational capacities, facilitate relevant capacity strengthening support, and provide ongoing support to the partner organisation throughout the project cycle.  S/he will work with the Partnerships Manager, Programme Teams and the Awards Management Unit to ensure that partner agreements are in place and donor/SCI requirements complied with by the partner organizations.

SCOPE OF ROLE:

Reports to: Partnerships Manager

KEY AREAS OF ACCOUNTABILITY:

Partnerships Strategy

- Support in the implementation and participate in the development of Save the Children Lebanon’s partnerships strategy in conjunction with Area Managers and Technical Advisors in each of the organisation’s core programme sectors.

Partnerships Establishment 

- Manage BAB partnership online application portal (archive, communicate with applicants, initiate the partnership selection process, participate in shortlisting).

- Explore and refer new partnership opportunities to apply via BAB.

- Coordinate with Awards Management Unit (AMU) to initiate the vetting process.

- Conduct the PAT partnership assessment tool of potential partners alongside relevant colleagues from other departments, and validate findings with respective Area Managers.

- Maintain organized and clear archive for conducted partner capacity assessments and the submitted supporting documents.

- Attend the partner selection committees and provide the relevant Area Manager and the Partnership Manager with a Go/No Go recommendation.

- Maintain and regularly update a database for all partners and potential partners.

- Coordinate between the field focal points.

Partnerships Management

- Provide the needed support and coordination with field focal points and SCI partners, to make sure that all developed partnerships tools including SAT, OCA CDP, RRS, and quality benchmarks, end of partnership evaluation, etc. are being used and updated by SCI and the partners’ staff.

- Attend ARM  meetings and maintain a financial and narrative reporting tracker, work with the Partnership Manager to follow up on submission of reports, and ensures upload on relevant platforms.

- Conduct field visits to partners’ facilities and implementation areas, and submit findings and needed action in the RSS (Risk Reduction System).

- Review the SAT (Sub Award tracking) system on monthly basis and provided any needed support to the field focal points and the partners staff.

- Initiate the partner evaluation report (PER) and provided analysis and suggest needed actions for each sub award.

- Coordinate with the field focal points and initiate the project kickoff meetings, establishing clear common understanding.

- Provide management advice and make relevant contributions to the settlement of partner disputes and raise any issues or challenges to the Partnerships Manager.

- Lead on any additional tasks delegated by the Partnerships Manager.

Capacity Building

- Identify priority gaps in partner capacity (sectoral, programmatic and institutional), participate in the development of capacity building plans for the partners and ensure that those plans are effectively implemented and resourced (liaising with logistics, HR, finance, Technical Advisors and programme staff).

- Support the field focal points to update the capacity development plans (CDP) and to conduct the forecasted capacity development activities.

- Contribute to the development of capacity development strategies and approaches for civil society organizations.

- Design and deliver training workshops when applicable.

- Ensures coordination between the various Field Offices with regard to partnership.

- Participate in Building the capacities of field teams on partnership management.

Partnership Evaluation and Closeout

- Initiate close out meetings, documenting lessons learned.

QUALIFICATIONS AND EXPERIENCE:

- University graduate in Management, Political sciences, International Development and Sociology studies

- Minimum 4 years’ work experience in the humanitarian sector/with NGOs, with at least 2 year experience in partnership-based programming or community-based programming

- Good skills and experience in all aspects of project cycle management - design and development, implementation, and monitoring and evaluation

- Excellent skills in SharePoint, Excel and survey applications.

- Sound understanding of remote management/monitoring practices

- Experience in reviewing financial reports and project budgets, implementation plans

- Experience in organizational capacity development, training, mentoring and coaching

- An excellent team player with good skills in team work and consultative approach to decision making

- Demonstrable experience of M&E and beneficiary accountability

- Excellent communication skills, both oral and written, including a good track record of report writing

- Politically and culturally sensitive with qualities of patience, tact and diplomacy

- A high level of written and spoken English

- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
