Project Manager

Assignment

The Cash Project Manager is in charge of the management and implementation of the activity of cash distribution to targeted households in their designated area.  The Cash & Finance officer will work under the supervision of the Deputy Country Director and in close relation with Emergency response coordinator.

  1. RESPONSIBILITIES:
  • Reports directly to Deputy Country Director
  • Prepares staffing plan and detailed work plan, both of which are updated on a weekly basis.
  • Manages workplan and performance of project staff
  • Conducts regular field visits to ensure proper monitoring of implementation
  • Recruitment, documentation of attendance and payment follow up for all daily labor positions
  • Review of BFU and follow up on regular basis with finance department to ensure all project expenditures are in line with budget forecasts
  • Develop a beneficiary communication strategy and ensure all program staff adhere to the communication framework
  • Develop referral pathways and ensure program staff are fully updated on the response and are making the appropriate referrals
  • Data review with enumerators and liaison with Program Database officer to ensure comprehensive and accurate program data, including ensuring data is properly uploaded in a timely manner to centralized server.
  • Review data scoring and eligibility lists
  • Organization of cash card and/or PIN distributions
  • Card management follow up (liaison with relevant bank, issuing replacement cards or PINs, liaison with accountability officer for beneficiary complaint follow up on a regular basis)
  • Attendance and reporting for all related cash and basic assistance coordination meetings (upon request by DCD).
  • Attendance of area level coordination meetings for various sectors and update of beneficiary communication/referral frameworks with relevant information.
  • Conducting PDM and endline survey on cash programs in collaboration with AME department.
  • Bi-weekly updates of project management framework
  • Implement corrective measures to address issues raised in through AME activities

  • Fluent in Arabic, good command of English and the ability to work in an international context

  • Excellent inter-personal skills and strong managerial skills
  • Adaptable, flexible and hard working
  • Strong humanitarian motivation and understanding of the humanitarian response 

    3. Qualifications and Experience
  • Bachelor Degree with experience in project management and technical implementation
  • Strong communication and analytical skills and good in spoken and written English
  • Prior experience using excel in a professional context required; prior experience with ODK preferred. 
  • Previous experience working with a variety of stakeholders in humanitarian or development aid
