Sub-Grants Officer

Grant management and Reporting:

 

- Conduct/support basic due diligence of potential sub-grantees at the proposal development phase, including site visit (where possible), pre-award self-assessments, and review/filing of supporting documentation.

- Coordinate/support in-depth capacity assessments of sub-grantees and develop partner support plans

- Compile sub-grant agreements and amendments for issuance to sub-grantees, ensure proper translation when necessary

- Organize grant kick-off meetings and monthly review meetings with sub-grantees to review progress, monitor implementation, field requests for support, and to ensure a clear understanding of expectations and deliverables.

- Identify potential problems during the implementation of projects by the sub-grantees, make recommendations, and support follow-up.

- Support in monthly monitoring of expenditure against budgets and activities against work plans communicating any areas of variance to HoP/PM and FC with suggested corrective actions

- Support and advise partners in submitting their reports and accountabilities as well as checking of accountabilities submitted by partners against budget and query any variances

- Ensuring that expenditure by partners is in line with budgets and support partners with budget revision and changes

- Understand the donor rules and regulations and ensure partners' compliance

- Manage timetable for and obtaining partner accountabilities

- Ensure financial reports and files are up-to-date

- Work with the Finance Department to reconciling partner reports

- Coordinate conducting periodic audits of sub-grantees and follow-up to ensure recommendations/follow-up actions are completed.

- Strengthen AFE due diligence and capacity-building tools for AFE partners

 

 

Skill Set and Core Competencies:

 

- A University degree in Management, Finance/Accounting or related field

- 1 - 3 years of grant management experience including budgeting and reporting

- Good people management skills with the ability to develop others and to impart knowledge and experience in an accessible and clear manner

- Must be able to work independently and show initiative.

- Report writing; ability to make recommendations for improvement; computer (MS Office), filing, and organizational skills;

- Good understanding of major international donor policies and procedures;

- Willingness to travel throughout the project areas in the MENA and internationally;

- Good understanding of humanitarian principles and humanitarian processes, in particular, humanitarian standards for assessments, monitoring and accountability;

- Familiarity with the Regional LGBTQI context in the MENA.
