1. Purpose

CARE International in Lebanon (CiL) is implementing a regional response to the triple crisis and Beirut emergency to meet the immediate and most urgent needs of the women, men, boys and girls. CIL is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and longer-term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.
Throughout all sectors, CARE is aiming at emphasizing cash transfer as an intervention modality.
The function of the position is to ensure the effective and quality of Cash Based Initiatives under CARE’s various range of programs. The Cash & Voucher Assistance (CVA) Officer is responsible providing technical support to CARE and partners teams involved in cash transfer programing.
S/He will also support the sector coordinator to train staff, provides technical guidance to achieve a state of the art level cash based response and also able to contribute to strategic development and resource mobilization.
2. Reporting Lines
Within the program development and quality team, the CVA officer will report to the Economic Empowerment Coordinator
4. Specific Duties and Responsibilities
Responsibility #1: Capacity Building
- With the support of the Economic Empowerment Sector coordinator, provide technical trainings to CARE and partners teams in order to enable them to implement CVA
- Produce short guidance notes to the attention of partners and CARE teams
- Identify appropriate CVA delivery mechanisms (cash in envelope, e-voucher and etc) and other convenient mechanisms for CARE
- Support the mobile GBV team of CARE to identify how to ensure that CVA is gender sensitive
Responsibility #2: Quality Control
- Ensure quality control and use of CARE’s standards for CVA especially gender sensitivity and GBV risk mitigation
- Liaise with other actors and relevant fora to inform on CVA in Lebanon, and ensure coordination
- Connect with stakeholders at levels and line ministries on CVA response
- Ensure continuous analysis of the market & collection of relevant information at national level
- Ensure national and international standards (SPHERE, CALP) are implemented and followed within programs implemented by CARE and its partners.
- Provide support to CARE’s MEAL team to monitor & evaluate CVA, including field monitoring
Responsibility #3: Strategic Development
- Contributes to the introduction of innovation in strategy development of the CO by identifying key gaps, priorities and opportunities like VSLA, digital transfers, etc.
- Support proposal development through coordinating with the Program Quality and Development team
- Contribute to CARE’s global knowledge on its programming with CVA and participate in global and regional events/initiatives with this end.

5. Qualifications / special skills or knowledge
a. Skills & knowledge:
- Experience in Cash and Voucher assistance, Market-based approaches.
- Extensive knowledge in Market analysis, Cash transfer mechanisms, CVA standards, Digital solutions for CVA
- Good knowledge of donor regulation and coordination mechanisms for CVA in Lebanon
- Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
- Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
- Motivated self-starter who enjoys working in a collaborative and international environment
b. Experience:
At least 1-3 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Cash and Voucher assistance
c. Academic background:
Master’s degree in one or several of the following areas: economy, social science, humanitarian assistance
- Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
- of other languages is an asset.
