The position has a general objective to ensure the effective implementation of an Emergency Cash Assistance, Food Security and Nutrition emergency response program of the Beirut explosion within the AAH base in Beirut. This includes building the capacity of the team and efficiently managing the project teams and budget to provide support through multi-purpose cash assistance (MPCA) and nutrition awareness to affected HHs within the limited time-frame of the emergency, while ensuring all AAH’s contractual obligations, reporting requirements, quality standards and procedures are met and followed.
Key activities in your role will include
Objective 1: Ensure timely & quality implementation and reporting of Emergency Cash Assistance & Nutrition emergency activities at the base level (40%)
1In coordination with the FSL & Nutrition Coordinators, Head of Base and MEAL Team, design the macro Program Cycle Management tools, including: monitoring tools, project indicators and means of verification, Activity Progress Reports, Budget Follow Up tools, and Project Procurement Plans.
2Ensure a workplan for each project is in place, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan, especially under tight timeframes of the emergency response
3Ensure monitoring and evaluation plans for the program are effective and functioning to measure the direct and indirect results of the projects, especially through the post-distribution monitoring survey
4Ensure beneficiary selection criteria and processes are in line with AAH’s MEAL department and AAH’s principles, are clear to all team members and are well implemented in a transparent way
5Provide guidance to the project teams in weekly planning of activities (including input distribution, trainings, set up, counseling session planning, MPCA planning, monitoring and reporting) and ensure these plans are in line with the project workplan
6Ensure required project materials, such as IEC and training material, are developed in a timely manner and with high quality standards
7Ensure timely procurement of goods and services for the program and accurately and regularly update the budget via follow-up and forecasting processes, in close coordination with the Logistics and Admin department
8Ensure the quality of nutrition sessions provided by the nutrition officers and lactation specialists and note ways of improvement alongside feedback from the implementing team and with support of the Nutrition Coordinator
9Ensure that the MPCA is provided in a timely and efficient manner to selected HH and note ways of improvement alongside feedback from the FSL Coordinator and Admin department
10Ensure all referrals made by beneficiaries are made in a timely manner by implementing team to MEAL department/service providers as needed
11Ensure any implementing partners/sub-contracted actors are well supported and the quality of their work is monitored and assured.
Objective 2: Document and report on all activities, highlighting lessons learned and challenges faced (20%)
1Ensure proper archiving of technical supporting documents and beneficiary data
2Closely supervise activities’ targets to ensure proper documentation on progress, targets, challenges and lessons learned
3Provide verbal and written reports to direct and functional managers on the progress of the project towards objectives and activities in the workplan and any additional activities
4Support in the development of reports to donors as requested
Objective 3: Coordinate with external stakeholders and represent AAH in blast-related coordination meetings with working and sub-working groups, aiming to understand and analyze needs and tailor interventions accordingly (20%)
1Ensure the collection and timely analysis of information on food security, nutrition, health, and the living conditions of target population as a result of the explosion
2Analyze the needs, capacities and appropriate response options to assist the most affected HHs
3Actively coordinate with other agencies implementing food security, livelihoods & nutrition projects in the Beirut response
4Represent Action Against Hunger in working group/sub-working group meetings and with other national and international organizations, donors, etc. - in coordination with the Head of Base, FSL Coordinator and Nutrition Coordinator
Objective 3: Manage and develop the capacity of the implementing team (20%)
Assess the needs and strengths of each team member and identify capacity-building priorities
Prioritize, develop and facilitate trainings for staff as needed to implement the emergency intervention
Provide regular coaching and feedback sessions, providing adequate updates on progress against development plan and new objectives
Objective 4: Security
1Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
2Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 5: Support humanitarian activities of Action Against Hunger
1Support the emergency interventions of the organization as per the employee’s abilities
2Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities
3Promote gender equality within the humanitarian and/or development work
Do you meet the profile required criteria?
Training/ Education:
Bachelor’s degree in nutrition, public health, midwife, food security or any related field. A Master’s degree is a plus.
Technical specific knowledge:
Strong background in capacity building and staff development
Good understanding of key areas under FSL (especially in Multi-Purpose Cash and Cash-Based Interventions) & Nutrition (especially promotion of optimal infant and young child feeding and caring practices in emergencies, health promotion, community nutrition)
Good understanding of the humanitarian and country context and good context analysis skills
Previous experience:
At least 3 years of experience working in program management position in humanitarian and/or development organizations
Demonstrable experience building staff capacity and coaching
Previous experience with Food Security / Livelihoods / Nutrition
Humanitarian sector knowledge:
Good knowledge of INGOs and donor agencies, procedures, guidelines and interventions in the country
Action Against the Hunger knowledge:
An asset, but not mandatory
Languages:
English and Arabic mandatory;
IT and specific systems:
Microsoft Word, Excel, Outlook and good skills in smart phones applications for CBI
