  1. Required qualifications, competences and experience

Formal Education

  • Bachelor’s degree in Mechanical Engineering or similar

 

Professional Experience

  • Minimum 2 years of working experience.
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet), standard office software (Excel, Word, Power Point, Teams, Planner) and 2/3D engineering.
  • Solid knowledge and understanding of water & energy measures and procurement processes.
  • Ability to negotiate, establish and administer contracts & suppliers.
  • Lebanese driving licence.

Other knowledge, additional competences

  • Fluency in Arabic and English (written and spoken).
  • Used to working goal-oriented and timely.
  • Very good interpersonal skills and ability to interact with partners at various levels.
  • Enthusiasm for the project idea.
  • Ability and willingness to work with a multi-cultural team.
  • Driving licence for Lebanon.
  • In case of field trips with non-Lebanese colleagues, translates English / Arabic.

 

  1. Major responsibilities

       The position holder is responsible for:

  • Ensuring the implementation of SUFA activities based on the operational plan.
  • Ensuring quality of implemented measures and overall processes.

 

In this context, the position holder fulfils the following tasks:

 

  1. Tasks
  1. Follow-up and technical tasks related to the planning and implementation of construction works:
  • Monitoring and following-up on the progress of the environmental measures (water and energy).
  • Assisting in monitoring the financial related matters of the construction sites.
  • Assisting, supporting and participating in the school visits.
  • Participating in data collection and research tasks (Developing new concepts).
  • Drafting documents including reports, letters and other implementation documents.
  • Conducting logistical tasks related to field trips, technical meetings and team events.
  • Ensuring quality of implemented measures, reports and overall procurement processes.

 

  1. General Communication and Cooperation:
  • Communicating, coordinating implemented works at technical level with the school management.
  • Coordinating with local community centers, institutions and organizations.
  • Ensuring good communication, effective coordination and flow of information within the project and with work partners and the GIZ country office.

 

  1. Procurement Responsibilities
  • Preparing, evaluating and following-up on procurement of goods & services.
  • Checking construction related invoices and all supporting documents
  • Writing specifications, terms of reference and all procurement related documents
  • Ensuring proper filing for procurement of goods and services (according to the internal control manual)

 

  1. Other duties/additional tasks
  • Supporting AV upon request.
  • Coordinating with project team on the implemented and procured environmental measures.
  • Coordination with the RMO whenever needed.

 

Description of the project:

Under the German-Lebanese Cooperation, GIZ is implementing, jointly with the Lebanese Ministry of Education and Higher Education (MEHE) the Sustainable Facility Management at Public Schools in Lebanon (SUFA) project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) as part of the education portfolio of GIZ Lebanon.

The project is divided into two parts. The first part focuses on the improvement of maintenance of public schools through introducing Sustainable Facility Management measures at the strategic and operational levels. The second part is about the learning environment at schools with a main focus on the concept of Green Schools which includes both the installation of environmental hardware measures and the implementation of awareness and educational activities at the school level.
