Technical Quality
- Provide technical and management leadership to the WPE program in accordance with best practice and IRC policy.
- Ensure that ethical and sound data collection and information management systems are in place for appropriate VAWG analysis, planning, evaluation, and advocacy.
- Ensure regular communication with the WPE Program Coordinator and/or WPE Technical Unit to integrate appropriate technical unit priorities in program design.
Program Management
- Responsible for the overall achievement of emergency response grants.
- Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
- Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
Team Support and Supervision
- Hold regular planning and debriefing sessions on a daily and weekly basis with the Emergency WPE Senior Officers.
- Hold bi-weekly individual sessions with Senior Officers to review tasks and responsibilities, supervise job performance, and provide support as required.
- Ensure accurate documentation for the RRT members (90-day action plan, onboarding plan, sick leaves, annual leaves etc.)
- In collaboration with the WPE Senior Manager and the Capacity Building Team, facilitate or coordinate trainings that support technical skills of staff, e.g. how to run effective focus groups, conduct safety assessments, introducing RRT WPE services, how to talk about GBV, how to conduct referrals, and other identified needs.
- Be responsible for and supervise the capacity building and the development plans for team members.
- Shadow all WPE RRT activities (Non-focused, GBV risk assessments and response tools, Focused PSS curriculums and ensure quality delivery of services to the affected population.
- Provide inputs to WPE management on how to develop WPE Emergency Response Programming and follow up on ongoing operations.
- Coordinate and follow up with other IRC departments responding to the emergency ensuring a coverage for the identified needs.
Reporting and Monitoring
- Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
- Ensure regular field monitoring of activities.
- Supervise and consolidate information collected from weekly and staff activity reports, case management supervision records and skill assessment tools, and GBVIMS monthly reports.
- Assure quality collection of data towards donor and internal indicators
- Contribute towards donor reporting

Partner Management
- Develop and maintain effective working relationships with implementing partners.
- Ensure regular performance monitoring of partners to achieve the set WPE emergency response objectives.
- Ensure regular technical support and guidance to partners, in accordance with partnership agreements.
- Advocate with peer agencies, government, and other partners to promote delivery of inclusive and high quality VAWG response services.
Coordination & Representation
- Actively develop and maintain effective working relationships with key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
- Regularly attend SGBV TF and BML PWG meetings at appropriate levels to feed in IRC priorities from the field.
Other
- Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and collaborating closely with other external parties as required to maintain/enhance the security environment.
- Other duties as assigned by the supervisor to enable and develop IRC programs.
Professional Standards
- All IRC staff are required to enforce to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
Requirements:
- Degree/diploma in Women’s Studies, Social Work, or a related field
- Proven experience in implementing gender-based violence programming, including experience supervising GBV case management teams
- Demonstrated understanding of gender-based violence response protocols and service provision
- Previous experience supervising and leading a multi-disciplinary team in a cross-cultural setting
- Previous experience in emergency preparedness and response
- Demonstrated experience in capacity building and mentoring of national and international staff
- Demonstrated experience in grant management and proposal writing
- Good digital literacy in programs such as: MS Word, Excel, Powerpoint
- Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and leadership skills to others
- Proficiency in Arabic and English is preferable.
- Positive and professional demeanor, able to coordinate, maintain composure and stress management, work overtime when vital and be able to coordinate multiple tasks and maintain attention to detail.
Key Working Relationships:
- Position reports to: WPE Senior Manager/ERT Coordinator
- Position supervises: RRT Senior Officers
- Position works with: WPE Admin & Data Officer, WPE M&E Manager.
Working Environment:
Travel and other requirements: Staff will be based in Beirut, with extensive field visits.
