Information Filed Officer

  1. Role and Responsibilities:

The Information, counselling and legal assistance (ICLA) Information Field Officer will be responsible for day-to-day provision of ICLA services in South, with a special focus on legal status, civil documentation and housing, land and property rights. He/She will be responsible for supervising Information Field Assistants, supporting outreach activities, providing information and counselling to beneficiaries on access to services and legal issues, conducting assessments, assisting in preparing information documents and using ICLA database and case management tools.

Generic Responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated ICLA project  portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement
  7. Supervise a team of Information Field Assistants, ensure their capacity building and transfer key skills 
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  9. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator

Specific Responsibilities:

  • Involve and inform communities and community leaders about ICLA activities
  • Oversee and support Information Field Assistants in the provision of ICLA services.
  • Prepare weekly and monthly activity plans for the team and break down the annual operational plans into weekly, monthly and quarterly implementation plan
  • Conduct regular assessments (including focus groups, interviews, questionnaires) in identified area, with a focus on understanding the situation for refugee and host communities
  • Organize and implement outreach activities in targeted locations and constantly follow-up on the quality of services provided during outreach activities.
  • Conduct individual and group information sessions on civil documentation, legal stay and housing, land and property
  • Provide information and counselling when required to beneficiaries on legal issues and on how to access basic services through individual and group information sessions to beneficiaries at NRC centers or other humanitarian organizations and through outreach, in accordance with ICLA structure and guidance, and agreed work plans.
  • Oversee the activities of Information Focal Points.
  • Work closely with ICLA legal consultants and ensure the proper identification and  follow up of cases requiring counseling and/or legal representation
  • Receive and operationalize technical inputs from Legal Field unit, ICLA National team and Database Officer.
  • Monitor the progress of activities and team targets achievement on a regular basis and supervise data entry in ICLA database.
  • Conduct outcome-monitoring activities.
  • Assist in designing tools, forms, questionnaires and other templates.
  • Maintain archiving system up to date (hardcopies and files) with special attention to legal cases filing.
  • Contribute to protection needs, trends identification, and ensure adequate ICLA response.
  • Undertake ICLA administrative tasks, as requested by the line manager

Critical interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • NRC Shelter, Education and WASH teams: Find ways of collaborating to further enhance the effectiveness of NRC activities in the South.
  • ICLA field teams: Participate in meetings, exchange information and contribute to new ideas
  • Humanitarian actors: Liaise on a working-level with other humanitarian actors in order to coordinate activities and exchange information, including attending meetings in close liaison with the Information Field Officer and ICLA Coordinator
  • Beneficiaries and host communities: Assist in maintaining positive relationships with focal points in host and beneficiary communities through timely and clear sharing of information

  • ICLA National Team: Coordinate with the national team on technical input
  • Protection Coordinator
  • NRC support unit (Human Resources, Finance, Logistics, ICT)

 

2.   Competencies:

1. Professional Competencies

  • Bachelor degree in Political Science, International Relations, Law, Social Sciences or equivalent
  • Minimum of 2 years of relevant work experience in a similar role, preferably in the humanitarian sector
  • Previous experience in providing information and counselling services
  • Previous experience in community sensitization
  • Experience of working with displaced persons / refugees is an advantage
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluency in English and Arabic, both written and verbal
