MEAL Manager

INTERSOS is a non-profit Humanitarian Aid Organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralized offices.

 

Job Title        : MEAL Manager

Reports to       : Head of Mission

Duty Station   : Beirut, with monthly field visits to other bases in Bekaa, North, South & Mount Lebanon.

Position Type  : Full Time

 

Job Purpose:

The Monitoring Evaluation Accountability and Learning (MEAL) Manager is responsible to lead the development and follow-up of the MEAL plans and tools at country level, in liaison with field teams in order to track the quality and accountability of the projects.

General duties:

  1. Conduct regular monitoring and technical support field visits to project sites in accordance with existing SOPs and in line with the needs at mission level.
  2. Systematically analyze and follow-up the complaint mechanism in the two bases by supporting and reinforcing the existing accountability mechanisms
  3. Develop the MEAL tools required for the correct monitoring and evaluation of the project

Specific duties:

 A. In collaboration with the Head of Mission at country level and with the Heads of Bases at field level, support the development and implementation of participatory Monitoring & Evaluation tools, processes as well as the effective communication of monitoring information as per agreed objectives.

  1. Development of the project MEAL Plans in collaboration with Project Managers / Program Coordinator
  2. Development of assessment tools (such as Post Distribution Monitoring survey, process monitoring tools, etc.) and monitoring tools in collaboration with the M&E officers
  3. Support program teams and reporting officers in the analysis and systematic collection of data for the project.
  4. Ensure respect of crosscutting themes (gender, vulnerable categories, data protection, etc.) across M&E activities.
  5. Conduct regular field visits to technically support the base teams and monitor the projects activities

   B. Ensure the reinforcement and/or development of effective and sustainable accountability mechanisms, including the complaint and feedback mechanism for program beneficiaries/stakeholders in collaboration with the bases M&E / Reporting officers.

  1. Refine and develop (if needed) feedback and complaint mechanisms in the bases by supporting and reinforcing the existing mechanisms in place in line with the project activities and mission strategy
  2. Ensure that clear SOPs are in place for the collection and processing of feedbacks and complaints through modalities that are easily accessible to beneficiaries
  3. Ensure that data resulting from the feedback and complaint mechanism is properly archived and analyzed on a regular basis
  4. Ensure that the community engagement is done in an appropriate and respectful manner, managing expectations and providing a transparent client-oriented service
  5. Assist in conducting investigations (at National level) related to complaints, and producing all relevant investigation documents, if required

 

C. Ensure the regular reporting and learning of the MEAL activities

  1. Compile and submit quality reports as directed by the line manager. Ensure that all reports are highly accurate, comprehensive, well documented and will guarantee the credibility of the program.
  2. Promote the use of learning systems and events in coordination with the different departments and Senior Management Team
  3. Respect and promote INTERSOS policies and report to Head of Mission any non-respect of policies amongst the teams or partners.

 

D. In collaboration with the senior management team, lead the technical development and resources functional supervision of the MEAL department at mission level.

  1. With the support of the Head of Mission, manage the development/review of the mission MEAL strategy
  2. Provide relevant MEAL inputs in the projects proposal development (log frame, needs assessment, accountability mechanisms)
  3. Provide technical supervision and capacity building to the MEAL staff across the different bases

 

Competencies: (Knowledge, Skills & Abilities)

 

Professional Competencies:

  • Minimum 5 years of relevant working experience with at least 3 years in senior MEAL role.
  • Minimum  4 years of experience working in the humanitarian field
  • Strong experience in leading monitoring exercises, evaluations, baseline and end line surveys.
  • Information Management Systems expertise (e.g., Database management or data analysis software skills).
  • Experience of accountability process and complaint mechanism.
  • Proven experience in building the capacity of a team and good managerial skills.
  • Experience and ability to train others, facilitate workshops and transfer knowledge.
  • Proficiency in reporting.
  • Proficiency in MS Office (i.e., Word, Excel, outlook etc.).
  • Valid Lebanese driving licence issued since more than 1 year.
