Procurement & Logistics Officer - Sinn El Fil

POSITION OBJECTIVE:

The Procurement and Logistics Officer is responsible of assisting the Operations Manager and the Grants Manager in all the procurement aspects of Baladi Program procurement and logistic operation.  
He/she is responsible of assisting in procuring the supplies, services and equipment needed whilst ensuring best practices and maintaining compliant records in line with USAID and Caritas Lebanon rules and regulations.

Duties:

  • Assist in completion of daily Baladi Program procurement activities
  • Ensure proper use of procurement paperwork including Purchase Request, Request for Quotations, Purchase Order, Bid Analysis and Payment Request
  • Ensure Purchase Requests are filled in a timely manner to program needs in coordination with projects managers
  • Coordinate with the Grants department on delivery of items including completion of Goods Received Notes, storage of items and transfer of items to field sites
  • Orient all Baladi Program employees to Procurement procedures under the direction of the OM.
  • Enforce proper use of procurement ceilings and approval procedures
  • With the OM, ensure that Baladi Program procurement activities are legal and moral
  • Comply with and maintain knowledge of applicable rules (USAID and Caritas Lebanon), regulations, standards, and best practices
  • Prepare and process purchase orders for goods, services and tenders.
  • Conduct Market Research and gather quotations and bids from the market for PR-s as – Baladi Program standards and formats
  • Assist technical units in the development of specifications for equipment, materials, and services to be purchased
  • Follow up regularly on contract performance, including delivery, receipt, warranty, damages and insurance
  • Maintain file on market prices for commonly-bought items
  • Preparation of status reports on deliveries for Procurement Officer and recipient of supplies
  • Regularly produces purchase status and completed purchases reports using the Ongoing Procurement Master list
  • Maintain complete accurate procurement files in accordance with the procurement filing procedures as outlined in the Procurement Manual
  • Any other task assigned by the supervisor

  • Good knowledge of procurement process
  • Good organizational skills
  • Good reporting, communication, interpersonal and negotiation skills
  • A clear understanding of procurement ethics and donor compliance is essential
  • Excellent knowledge of English and Arabic; French is a plus
  • Ability to work in a team
  • Efficiency under stress
  • Good computer applications skills

EXPERIENCE AND KNOWLEDGE

  • At least 2-3 years of experience in relevant field is desirable.
