Our Team

 

Oxfam in Lebanon is responding to the Beirut explosion with a two-phased response; first line emergency aid for the first 3-6 months, aimed at the most vulnerable groups in the city such as LGBTQ communities, refugees, migrant workers, GBV survivors and the extreme poor. This phase will be followed by recovery and rehabilitation work, with strong civil society and advocacy components, and support to small businesses (SMEs), for the remaining 9 – 12 months. The response will be largely implemented through partners, with some Temporary Cash Assistance provided directly by Oxfam.

The Temporary Cash Assistance (TCA) team will be responsible for Oxfam’s emergency Temporary Cash Assistance programming that is being implemented in Beirut. In this context, Oxfam is working with local partners to support vulnerable and blast effected households in meeting their basic needs, as they begin to rebuild their lives.

 

Job Purpose

 

The Project Manager position will lead on and is accountable for all the programmatic, management and partnership aspects of the cash project in Beirut. He/she will oversee effective management and relationships with relevant external stakeholders, manage the interventions throughout the project cycle, including budget management (expenditure planning and expenditure monitoring), lead in preparing and developing high-quality programme plans, including Monitoring, Evaluation, Accountability and Learning (MEAL) and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation.

The Project Manager has 1 direct report (one Project Assistant). The Project Manager reports to the Beirut Response Coordinator.

Key Responsibilities

 

Project Cycle Management & Programme Quality

  • Develop and oversee programme management instruments such as project workplans, spending plans, procurement plans – with an eye for continuous adaptation and improvement;
  • Work closely with the EFSL Advisor, Protection Advisor, Beirut Projects Manager, and Beirut Response Coordinator, as well as support staff, to provide appropriate guidance to the implementing field team including partners;
  • Ensure that all activities mainstream gender justice, protection and disability inclusion, as appropriate;
  • Promote monitoring, evaluation, accountability and programme quality, by supporting the design and adaptation of monitoring frameworks, monitoring tools, and review and follow-up on findings, support learning reviews and evaluations, ensuring that learning from monitoring and evaluation informs continuous quality improvement of Oxfam’s cash programme;
  • Provide robust monitoring of budgets and project spending trends, and propose budgetary adjustments;
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning;
  • Liaise with finance and Liban Post to ensure campaigns are submitted on time, accurate and correct payments are made to beneficiary households on a weekly basis
  • Ensure a constant and constructive relationship with partners and Liban Post in the areas of intervention, as well as other relevant stakeholders;
  • Lead in preparing narrative progress reports for donors in collaboration with partners, project staff, technical advisors, Funding Coordinator and support teams. Ensure narrative reporting meets Oxfam and donor’s requirements;
  • Ensure that risk management and contingency planning is included at all stages of the programmes;
  • Ensure compliance with the rules and regulations of Oxfam and Oxfam’s donors.
  • Ensure Oxfam’s Programme Management system (OPAL) is updated and relevant;

 

People & Team Management

  • Recruit and line manage relevant staff;
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Solicit appropriate training and learning opportunities for team members in line with their performance objectives and ensure regular coaching of staff;
  • Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed;
  • Ensure the physical welfare, well-being, and professional development of staff directly assigned to the project.

 

Working with Partners

  • Lead on relationships with partners, including following up on the quality of the partnership, activity implementation in the field, the quality of implementation, and budget monitoring, while problem-solving any arising issues;
  • Conduct regular onsite monitoring visits, track project progress and flag issues
  • Oversee the monitoring of progress against project partnership agreements;
  • Oversee activity and financial progress against project partnership agreements;
  • Ensure appropriate support (financial, technical, implementation) for partners;
  • Support Oxfam’s partners with relevant capacity building in line with mutually agreed capacity building plans.

 

Programme Design and Strategy

  • Support concept note and proposal development including supporting on the design and implementation of any needs assessments exercises as relevant;
  • Support in the identification of new partners in Oxfam’s areas of implementation;
  • Support the further elaboration of a comprehensive recovery strategy for Oxfam’s Beirut Response;
  • Support the improvement of the emergency response plan and its implementation, and ensure appropriate contingency plans and related preparedness and mitigation strategies, to ensure Oxfam’s humanitarian and recovery mandate continues to be met;
  • Participate in the refinement of and update to the Oxfam Country Strategy in Lebanon, development of sector and project strategies, and learning reviews.

 

External representation

  • Attend relevant sector coordination meetings (cash, protection) as appropriate and/or ensure that technical staff attend those meetings regularly and feed information for continuous programme adaptation and compliance with sector standards;
  • Serve as project representative to external stakeholders, such as donors, Liban Post, Government of Lebanon authorities;
  • Assist with the coordination of visits of donors, and/or partners related to the project.

Essential - Experience, Knowledge, Qualifications & Competencies

  • 3 to 5 years of experience within the humanitarian sector in Lebanon.
  • Strong experience in cash and in protection programming. Protection professionals with experience in cash programming are strongly preferred.
  • Project cycle management experience, including work planning, budgeting, reporting, and monitoring & evaluation
  • Ability to work in partnership with civil society organizations in Lebanon, and with other stakeholders (e.g. Liban Post, local authorities)
  • Demonstrable understanding of the gender dynamics of protection work, and ability to capture this in the analysis and design of protection activities, with a strong emphasis on the gendered aspects of conflict, violence and abuse
  • Good written and spoken English is essential, as well as a good working knowledge of Arabic;

Desirable

  • A Bachelor’s degree in a relevant discipline such as development studies or equivalent experience;
  • Experience in working in an urban response
  • Proven team leadership and ability to work independently as required
  • Experience with Lebanese civil society organizations providing humanitarian assistance in the Beirut response
