Beirut - Information Management Officer (IMO) - Food Security Sector - SC8

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

 

In Lebanon, WFP provides humanitarian assistance to nearly 1.1 million vulnerable person, in the form of unrestricted assistance in-kind and cash based transfers.  WFP Lebanon also provides food assistance in the form of snack and fresh food to school aged students and their families. This support is designed to improve the students’ health and make them and their families more motivated to pursue the children’s right to education.

 WFP Lebanon also supports vulnerable households in protecting and improving their livelihoods through trainings and rehabilitation of local infrastructures.

Accountabilities:

 

Within delegated authority and under the direct supervision of the Food Security Sector Coordinator (FSS-CC), the incumbent will perform the following tasks:

 

  • Support the LCRP preparation: provide data for Food Security (FS) indicators; together with FSS-CC, and along with information management working group (IMWG), analyse the severity of needs and define people in need (PiN)
  • Support the development, together with the FSS-CC and in consultation with sector partners, of the coordination of FSS response plans, strategy and logframe under the LCRP;
  • Support FSS-CC in creating and monitoring partners’ project submissions (ex: HPC online system for project submission);
  • Support in creating and monitoring the partners’ reporting though ActivityInfo;
  • Proactively gather information from FSS partners and other organizations which may be of use in ensuring informed decision-making processes;
  • Develop and maintain database about FSS partners’ activities (i.e 4Ws), analyse and process the data, and share final information and products (dashboards, maps, etc.) with FSS partners. Ensure that data is collected and presented in a way consistent with the FSS objectives
  • Ensure financial monitoring for the sector response activities (check the financial tracking system, OCHA);
  • Conduct secondary data review, compile an inventory of available assessments and provide FSS partners with a list of available information/data with respective sources on a regular basis (e.g. common Cluster / Sector data sets, including population data disaggregated by age and sex, assessments and other surveys such as EFSA /CFSAM/SMART, IPC);
  • Create and maintain Contact directories and mailing lists;
  • Maintain updated the global food security cluster (gFSC) country and the FSC Humanitarian Response webpages with all relevant material;
  • Conduct capacity building for FSS partners on information management (IM) (e.g. on monitoring / reporting formats, project submission, excel use);
  • Contribute to the development of reports (Sitreps, Bulletins, newsletters, sector presentation updates ) by providing the FSS-CC with data and information;
  • Assist in organizing FSS Meetings (national and regional), FSS – Blast response meeting and working groups (ex: Nutrition Task Force, Cash-Based Transfer Task Force) and in note taking;
  • Together with the FSS-CC, support gFSC initiatives, e.g. CCPM (Cluster Coordination Performance Monitoring), global cluster annual overview, global dashboards, etc.;
  • Liaise with OCHA, UNHCR/UNDP and IM Focal Points in other sectors, and attend IM Working Group meetings or other relevant WG meetings – share information as appropriate;
  • Respond to inter-agency information requests (i.e. 5W, situation reports) and engage with inter-agency processes.
  • Perform any other duties as required.

 

Deliverables/outputs:

 

  • Mandatory IM products on a regular basis: 4Ws database, Partners Presence Map, Gap Analysis (PiN vs reached), Funding Analysis, Activity Analysis;
  • Contact directory and mailing list;
  • Assessments repository;
  • Quarterly, Mid-year and end-of year dashboards as applicable
  • Monthly FS indicators reporting monitoring in the Activity Info System
  • FSS meeting presentations and minutes, including dashboards and maps;
  • FSS country webpage;
  • IM annual workplan;
  • Handover report with shared folder with documents at the end of the assignment.

 

Minimum Qualifications:    

 

Education: University Degree or equivalent in Statistics, Economics, Data Management, GIS and other related fields.

 

Experience: Minimum of 3 years of experience in data management and visualization.

 

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French is an advantage.

Other Specific Job Requirements:

  • Experience in humanitarian context is mandatory and experience in food security -related topics is highly desirable.
  • Working knowledge of Arabic and English.
  • Willingness and ability to work in difficult environments, in often stressful time- critical situations;
  • Formal training in Cluster/sector IMO or previous Cluster/sector experience is desirable.

  • Ability to maintain and manage website content for the cluster.
  • Data storage and file management expertise.
