BA/FS Project Officer

Overall Responsibility

 

FS-BA Project officer will be responsible for assisting and providing supports to the food security and basic assistance Projects in the implementation of activities and events.

Main Duties and Responsibilities
  1. Project Management

 

  1. FS-BA Project officer will be responsible for the case management to project targeted beneficiaries.
  2. Ensure that individual need assessment, case plan, follow up and case closure is conducted and updated when required.
  3. Follow the risk plan and ensure direct support and follow is given for the priority one cases.
  4. Ensure the privacy and confidentiality of the beneficiary’s files and data.
  5. Maintain case files and the data base up-to-date.
  6. Respecting and applying Islamic Relief policies and procedures such as “Child Protection Policy”.
  7. Establishing suitable goals, action plans and time lines.
  8. Regularly review and update the project work plan.
  9. Ensure the good quality and quantity of the case management system.
  10. Willing and able to travel frequently for extended periods to remote areas of the projects or any other place directed by the Project
  11. Collects and reports information regarding the overall situation of the beneficiaries in general and the projects targeted beneficiaries.
  12. Maintain regular written and oral reporting.
  13. Develop and maintain project records such as monthly reports, attendance sheets, success stories, data base and records of decisions.
  14. Regularly report to his/her line manager about any difficulty met in IRL activities implementation.
  15. Submitting daily updates, weekly and monthly reports to the health project officer on the targets achieved and the progress of the project activities agreed upon in the detailed work plans.
  16. Prepare and share coordination meeting minutes and staff meeting minutes to the coordinator and all staff involved.

 

  1. Monitoring and evaluation
    1. Regular monitoring of field activities for the successful and smooth implementation of IRL project/s.
    2. Facilitate and coordinate with IRL monitoring and evaluation officer and enable him/her to reach all documents needed and meet the beneficiaries as required.
  2. Logistic, Finance and Administration
    1. Coordinate with the admin, finance and the logistics departments to ensure that the needed means and tools are available for the running of the project.
    2. Respect and follow IRL and donor policies and procedures, ex; procurement, supplier quoting and stock control...
    3. Ensure regular liaison and coordination with both the logistic and the finance department following IRL organogram hiracky.
    4. Ensure the adherence to IRL policies and procedures on annual leave applications, sick leave, other leaves, delays in attending work…
    5. Ensure regular and punctual follow up of the project’s budget expenditure and forecasts through the AX system all the time.
    6. Coordinate with the media department and facilitate their work.

 

  1. Security
    1. Follow and respect the security policy, guides and instructions.
    2. Report any security event or incident to the security focal point for any incident that might took place in the working environment all the time.

 

  1. Communication and networking
    1. Works directly in the field with children, families and stakeholders of the project locations he/she is allocated to.
    2. FS – BA project officer is IRL focal point in the communities and represents the organization.
    3. Attend sector Working Groups and other internal and external meetings as required and needed in coordination with the project officer.
    4. Supports and assists in the network mapping of resources specific to the locations he/she operates in.
    5. Develop and maintain positive and professional relationships with the partner organization, donors, politicians, key government officials, civil society groups, religious groups, NGOs, INGOs, CBOs, media outlets, etc;
    6. Identify potential partners and discuss the possibility and the level of partnership with the health project officer.

 

  1. IRL policies
    1. Ensures a strict adherence to IRL Child Protection, Media, and security policies at all times.
    2. Report any branch or misconduct he/she might observe and hear to the cooedinator and Country Director ASAP.

Person Specification                                                                                                                                    

Experience / Education/Skills- Essential

  • Minimum 2-3 years of relative experience, preferred with international NGOs.
  • Strong communication, interpersonal & technical skills.
  • Readiness to travel.

Ability To

  • Work independently with minimal supervision.
  • Read, comprehend and interpret written materials of moderate to complex difficulty.
  • Records management systems (both automated and paper files) to ensure accurate maintenance of files and ease of retrieval.
  • Word-processing, spreadsheet and database software programs related to job functions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Language                                                                            

  • Fluency in English & Arabic (written and spoken).

IT skills                                                                                

  • Proficiency in MS office and the ability to use software necessary for project management and reporting.

General Skills                                                   

  • V. Good technical reporting skills.
  • Strong planning, communications and coordination skills.
  • Ability to work under pressure and within a team.
  • Diplomacy, tact & negotiation skills.
  • Report writing skills.
  • Having psychosocial support background and psychosocial first aid training
