Minimum Qualification:
- A higher degree in the field of Environmental Health, Public Health, Social Science, Business Administration or other related fields (or equivalent work experience)
- 7-10 years of relevant experience;
- At least 5 years of project management experience;
- At-least 3 years of experience in municipal solid waste management projects such as Municipal solid waste handling facilities, Integrated Solid waste management project;
- Good understanding of the Lebanese context and SWM Laws and Regulations in Lebanon;
Key Tasks:
- Lead the implementation of municipality and community assessments with the aim of improving SWM systems;
- Develop reports to highlight the current SWM status in each municipality and their respective needs;
- Develop tailored plans for improving SWM systems for each municipality;
- Lead the implementation of municipality and community interventions and solutions for improved SWM systems;
- Recommend remedial actions for implementation by the municipalities, taking into their consideration their limited resources and capacity;
- Prepare Feasibility Report for Solid Waste Management and Other Waste Management;
- Develop a clear manual on Solid waste management targeting municipalities and its unions;
- Manage and disseminate knowledge and lessons learned internally and externally;
- Monitor and oversee the provision of services by contractors and consultants in coordination with the field personnel, if applicable;
- Perform any other duties as required.
Project and Personnel Management
- Management of entire team of project officers and community engagement officers;
- Manage all project aspects and ensure delivery of results;
- Review progress and financial reports (invoices) submitted by contractors and consultants and recommend payments;
- Particulate in procurement process as a technical resource, including assisting in the preparation of bidding documents and evaluating technical submissions of bidders if needed;
- Develop, maintain and report on the project implementation plan;
- Support in the identification of related risks and proposed risk management strategies to ensure smooth implementation of SWM-related project/s;
- Monitor budget;
Stakeholder Management and Coordination
- Ensure proper engagement with stakeholders (internal and external) for effective planning and implementation of municipal SWM interventions in a coordinated manner; including coordination with the Ministry of environment, Ministry of interior affairs, OMSAR, municipalities and municipal unions and UN agencies.
- Represent Anera in related coordination groups, technical working groups and to liaise with relevant stakeholders for programmatic and technical alignment and coordination;
