Our Team
Oxfam in Lebanon is responding to the Beirut explosion with a two-phased response; first line emergency aid for the first 3-6 months, aimed at the most vulnerable groups in the city such as LGBTQ communities, refugees, migrant workers, GBV survivors and the extreme poor. This phase will be followed by recovery and rehabilitation work, with strong civil society and advocacy components, and support to micro small businesses (SMEs) and Social Enterprises (SEs), for the remaining 9 – 12 months. The response will be largely implemented through partners.
Job Purpose
The Project Manager position will lead on and is accountable for all the programmatic, management and partnership aspects of a project to support affected Micro and Small Enterprises (MSEs) and Social Enterprises (SEs) in Beirut. He/she will oversee effective management and relationships with relevant external stakeholders, manage the interventions throughout the project cycle, including budget management (expenditure planning and expenditure monitoring), lead in preparing and developing high-quality programme plans, including Monitoring, Evaluation, Accountability and Learning (MEAL) and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation. The Project Manager has 1 direct report (one Project Officer). The Project Manager reports to the Beirut Response Coordinator.

Key Responsibilities
Project Cycle Management & Programme Quality
- Develop and oversee programme management instruments such as project workplans, spending plans, procurement plans – with an eye for continuous adaptation and improvement;
- Work closely with the Beirut Response Coordinator and Economic Justice Programme Manager, as well as support staff, to provide appropriate guidance to the implementing field team including partners;
- Ensure that all activities mainstream gender justice, protection and disability inclusion, as appropriate;
- Promote monitoring, evaluation, accountability and programme quality, by supporting the design and adaptation of monitoring frameworks, monitoring tools, and review and follow-up on findings, support learning reviews and evaluations, ensuring that learning from monitoring and evaluation informs continuous quality improvement of Oxfam’s programme;
- Provide robust monitoring of budgets and project spending trends, and propose budgetary adjustments;
- Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning;
- Ensure a constant and constructive relationship with partners in the areas of intervention, as well as other relevant stakeholders;
- Lead in preparing narrative progress reports for donors in collaboration with partners, project staff, technical advisors, Funding Coordinator and support teams. Ensure narrative reporting meets Oxfam and donor’s requirements;
- Ensure that risk management and contingency planning is included at all stages of the programmes;
- Ensure compliance with the rules and regulations of Oxfam and Oxfam’s donors.
- Ensure Oxfam’s Programme Management system (OPAL) is updated and relevant;
People Management and Collaboration
- Recruits and line manages one Project Officer;
- Report regularly to the Beirut Response Coordinator, and work closely with the Economic Justice Programme Manager;
- Work with consultants (e.g. research consultants, digital designers, and trainers) in implementing different components of the project;
- Work closely with the HR, finance, and logistics teams;
- Work closely with the Grants and Compliance team to ensure effective and timely reporting;
- Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
- Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed;
- Ensure the physical welfare and well-being of staff directly assigned to the project.
Partner Relations Management
- Lead on project partnership relations and day-to-day communication;
- Support partners in planning, implementing, and monitoring project activities;
- Responsible for ensuring partners receive relevant capacity building and support in line with mutually agreed capacity building plans.
External representation
- Serve as primary project representative to partners, and Oxfam team (internal representation);
- With the support of the Beirut Response Coordinator and Economic Justice Programme Manager, represent Oxfam with the donor, on all project matters;

Essential - Experience, Knowledge, Qualifications & Competencies
- 3 to 5 years of experience in managing programmes in the livelihoods sector.
- Project cycle management experience, including work planning, budgeting, reporting, and monitoring & evaluation
- Demonstrable understanding of the gendered dynamics of labour relations, and linkages to decent work
- Ability to work in partnership with CSOs, networks of CSOs, and the private sector in Lebanon.
- Soft skills: Leadership, teamwork, diplomacy, tact, influencing and negotiating skills,
- Excellent English and Arabic language verbal and writing skills
Desirable
- A Bachelor’s degree in a relevant discipline such as humanitarian or development studies
- Experience in protracted crisis settings
- Sound knowledge of the social, economic and political context in Lebanon
- Knowledge of Lebanese civil society organizations working on economic justice issues in Lebanon
