Our Team

 

Oxfam in Lebanon is increasingly working at local, national and international levels to improve the protection of civilian population in situation of insecurity and displacement. The Security Manager will provide oversight on security management for the country office and provide timely analysis, training and guidance to Oxfam staff and its partners.

 

Job Purpose

 

The Security Manager will ensure that the Oxfam in Lebanon Security Framework is in place including programme security strategy, security management plans and Standard Operating Procedures are developed, communicated TO ALL STAFF, implemented, monitored and reviewed; consistent with Oxfam policies, standards and requirements. He/She will provide incident management and support on crisis management if and when required. Ensure that Oxfam staff in the programme is well trained and will comply with Oxfam safety/security policies and also provide context and situational  analysis and support in drafting incident reports. The Security Manager will link with the human resources department on staff wellbeing and safety. The Security Manager will maintain open lines of communications with their respective Matrix Manager the MENA RSA.

Key Responsibilities

 

Technical

  • To carry out security/risk assessments and security management reviews in locations Oxfam is working or is considering working and provide management with recommendations and implement the action plan when required
  • Lead on developing a security management system which includes a security management plan which allows for the continuous updating of security measures.
  • Advise and support the Country Director with regard to implementing the security management system.
  • Ensure the security management system is in line with existing Oxfam Security Policy, Risk Management policy and Approach.
  • Support the Country Director and other senior staff to manage country security incidents.
  • Provide crisis management content information to the crisis manager for crisis management response and decision making.
  • Provide context specific risk analysis
  • Provide quarterly reports to the Oxfam International (OI) Global Security Team and other security related reports as deemed necessary by the Country Director/MENA RSA/OI Global Security Lead. 
  • Provide support to the assigned to security focal points in country as appropriate.
  • Provide support and capacity building to Oxfam’s partners where requested/needed.
  • Ensure that the supporting departments (HR, Logistics and Administration) take on their role in facilitating good security management.
  • Travel regularly in the areas covered by the programme to help to review and update the procedures and instructions of security

 

Staff Support

 

  • Ensure that staff have the security skills and awareness that they need to be effective, by motivating all staff to do the PST online security training and all line manager the PST security management online training at Learning at Oxfam.
  • Support and coordinate additional security training deemed required by the CD/OI Security Lead.  
  • Ensure that all staff and visitors receive appropriate security briefings.
  • Ensure that an appropriate system is in place to provide security information to travellers in advance of their departure (Welcome Pack, part of Country Security Management Plan).
  • Make sure latest CD approved version of SMP and Welcome Pack is placed on Box for all staff to access.
  • Engage with relevant staff in order to ensure that the security management system complements the program and advocacy activities and vice versa.

 

External Representation

  • Establish network of contacts with local stakeholders such as government, (I)NGO’s, UN, partners, communities to share and exchange information.

Essential - Experience, Knowledge, Qualifications & Competencies

 

  • 3-5 years’ experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations.
  • Ability to advice and support field staff in a consultative manner.                
  • Understanding of emerging trends and challenges of conflict affected communities and ability to manage safety of staff and community members
  • Experience at working with communities and civil society organisations in various communities throughout Lebanon.
  • Team player, self-motivated, ability to work with little supervision.
  • Ability to provide security training to Oxfam staff and partners.
  • Ability to travel outside Beirut with possibility of overnight stays in field offices.
  • Excellent written and spoken skills in both English and Arabic

 

Desirable

  • A sound understanding of the importance of gender.
  • Experience in using data analysis software (Atlas TI).
