Engineer (Based in Akkar, remote support to Beirut)

Assignment

The Engineer is responsible for drafting technical project documents and reviewing and validating designs for shelter rehabilitation works, and conducting a rapid assessment of water supply, wastewater and irrigation infrastructure services to support the development of local and regional action plans.

Functions

Shelter Rehabilitation Program (Beirut)

  • Prepare bill of quantities for rehabilitation Review of project plans and technical documents prior to implementation to ensure feasibility and accuracy of inputs required (in terms of quality and quantity);
  • Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids;
  • Advise on project proposal, BOQ development, consultations regarding contract development and technical specifications for all construction related projects
  • Produce accurate drawings, reports, measurements (BoQs) for shelter rehabilitation works

 

Assess the current state and the need for infrastructure works in the target areas in the North, and to produce local level action plans in coordination with the North Lebanon Water Establishment and the National Water and Wastewater Strategy (NWSS). Duties and responsibilities include:

  • Review of the National Water, Wastewater and Irrigation Strategies and Masterplans to assess the planned works in each area (e.g. suggested locations of future WTTPs and capacities), and key informant interviews with consultants who have completed works
  • Assess (and map in GIS as relevant) the current state of water supply (including water sources) and wastewater infrastructure, though field visits and interviews with the municipalities and the North Lebanon Water Establishment
  • Conduct field visits to assess the needs at municipality level for domestic/urban water supply, industry water supply, irrigation water supply, wastewater treatment and reuse
  • Assess the potential for wastewater reuse (how much volume we could reuse, what for and where we could use it) and update and complete an assessment of the potential locations for decentralized wastewater treatment in each municipality, in line with the NWSS, and the capacity of the municipality to support in operating and maintaining the infrastructure
  • Provide approximate costing of infrastructure works, and full reports of each municipality/system/cluster of municipalities as appropriate, including minutes of meetings, photographs, stakeholder feedback.
  • Coordinate with the Water Establishment to validate the needs in each region (for drinking water supply, irrigation water supply and wastewater treatment and reuse), including operation and maintenance costs
  • Develop local action plans in each municipality (or group of municipalities if deemed appropriate), including the infrastructure gaps, number of existing and potential subscribers to the water establishment services, and the availability of public land in each region to implement works
  • Define priority of actions in line with water balance modelling conducted by ACTED, and the priorities of the river basin stakeholders
  • Support in the development of a global catchment level action plan, with assigned priority, approximate costs, responsibilities and buy in from all stakeholders
  • Coordinate with ACTED’s GIS Senior Officer to create a map of the works needed, and estimated costs required

Qualifications

  • Educational background in engineering, preferably in civil engineering;
  • At least seven years of technical experience in water supply, wastewater and irrigation infrastructure design, cost estimation and construction management
  • Good working knowledge of geographic information systems
  • Demonstrated capacity to produce detailed, accurate reports
  • Ability to coordinate with local authorities and Water Establishments
  • Strong organizational and supervisory skills;
  • Demonstrate strong inter-personal skills;
  • Ability to travel and work under difficult conditions and to meet deadlines under pressure;
  • Highly motivated and with a desire to work with local communities;
  • Ability to work with culturally diverse groups of people;
  • Excellent spoken and written English;
  • Spoken Arabic is required. Spoken French is an asset.
  • Working knowledge of computers using MS Word and Excel among other packages. Communicate effectively on email and use of internet.
  • Being a strong team player and adept at creating a strong team spirit;
