Country Security Officer

SAMS Foundation is looking for a dedicated humanitarian professional to serve as Country Security
Officer (CSO) for Lebanon. Under the supervision of the Country Director (CD), the CSO will be
based in Beirut, Lebanon, with frequent travel but not limited to Bekaa, South and North to assist
with development of operations there. The CSO will directly advise the CD on all project and staff
related safety and security matters, and produce and implement field security plans, standard
operating procedures, and training plans. He will also liaise with Non-Governmental Organizations,
United Nations (UN) and military and security officials to produce and update context assessments,
risk assessments, and incident tracking systems. Finally, in collaboration with the CD and SAMS
Foundation Headquarters, the CSO will create and rehearse critical incident reporting and
management procedures for Lebanon.

RESPONSIBILITIES


A) Policy and Procedure Development
o Produce and update a Safety and Security Risk Assessment and mitigation measures for
the Lebanon context.
o Establish a Field Security Plan in accordance with industry standards and existing
SAMS Foundation policy.
o Tailor organizational level critical incident response plans to the Lebanon context.

B) Safety & Security Management
o Directly advise the CD on humanitarian access, acceptance, and safety and security
considerations in the conduct of operations.
o Provide input on the hiring of, managing and supervising a local security team/focal
points where/when applicable and approved.
o Establish phone trees, alert rosters, and incident reporting procedures; ensure the
timely dissemination of relevant safety and security information to all field staff.
o Conduct and update Context Assessments and Site Security Assessments; records,
maps, and maintains databases of local security incidents.
o Create and conduct safety and security briefings and training for all personnel; design
and run regular security drills in coordination with the CD.

C) Networking, Partnership & Advocacy for Business Development
o Attend safety and security related coordination meetings on behalf of the organization.
o Establish networks with all relevant actors in the local context in order to ensure
organizational acceptance and awareness of security concerns.
o Work with UN Office of for the Coordination of Humanitarian Affairs (UNOCHA) to
ensure participation in Lebanon humanitarian mechanisms.

D) Preparedness and Incident Response
o Conduct safety and security inspections of field sites; report deficiencies to CD and
establish and implement corrective measures.
o Advise logistics personnel on the procurement of safety and security related
equipment, facilities, and other resources.
o Serve on the country Incident Management Team in response to Critical Incidents;
liaise with HQ staff, insurance providers, and local actors to ensure their resolution.
o Write post-incident assessments and lessons learned for organizational distribution.

E) Compliance
o Follow up with the SAMS team on safety and security related compliance
matters.
o Report to CD on breach of safety and security protocols by the team;
o Report to CD on breach of safety and security issues and incidents related to
beneficiaries of SAMS in Lebanon;
o Take part of investigations committees when asked to/required.

Application Submission Guidelines

5-7 years working in similar positions with INGOS, embassies;
 Deep knowledge of the Lebanon political and socio-economic context;
 Training skills is crucial;
 Experience in establishing creative ways for follow up and team compliance;
 Reporting skills;
 Skills in creating and managing safety and security budgets
 Fluency in Arabic and English is crucial; speaking, reading and writing.
