BASE AND FACILITIES OFFICER - Beirut

Main Purpose

 

Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions

Accountabilities

 

  • Management of fleet:
    • Planning vehicles movements,
    • Ensure the follow up and implementation of driving rules. 
    • Ensure the maintenance of the vehicles is timely and properly done.
    • Ensure the vehicles logbooks are correctly filled.
  • Structures management (offices, guesthouses, warehouses, etc.):
    • Tracking consumption of supplies
    • Responsible to find and deal with external contractors
    • Checking the quality of the work carried out on Electricity, Water, Sanitation, and any other renovation and construction
    • Support in preparation of MSF events such trainings, meetings, workshops, conferences, etc…
    • Responsible for security in MSF facilities
  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular: 
    • Inventories and the reallocation of equipment for facilities (MSF premises).
    • Follow up of service contracts
  • Preparing orders for his sector activity do the follow-up, and checking their proper reception and state.
  • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
  • Participating in trainings at the request of the line manager
  • Prepare monthly base report (fuel consumption and vehicles maintenance report, inventories update, maintenance works and expenses, etc..)

 

 

MSF Section/Context Specific Accountabilities

 

  • Preventive maintenance for the appliances in the premises.
  • Minor maintenance requested by the occupants.
  • Follow-up the maintenance of the service provider.
  • Coffee machine refilling.
  • Changing water gallons on the dispensers.
  • Refilling the sanitizers on each floor, refilling the water tank for hand washing at the entrance next to the elevator, and refilling tissue papers.
  • Checking the water in the water tanks of each floor, to ensure continuous water source for the toilets, and kitchens.
  • Checking that there is no AC that is functioning in a room, where the door is left opened, or unoccupied.
  • Handling and settlement of services invoices like water gallons, internet and energy etc with finance for all facilities.”

Essential Secondary Education

Experience

Desirable experience with other NGOs

Languages             

Mission language essential; local language desirable

Knowledge

Computer literacy and technical background, public driving license
