PMER/Planning Director

Main Role

The purpose of the position is to support the Secretary General in managing the programmatic portfolio and monitoring the implementation of the strategic directions of the Lebanese Red Cross Society (LRCS). The Planning Director will be initially utilizing the monitoring, and evaluation related information reported systematically by the different sectors and sections according to the Institutional PMER framework, and compiled by the Senior PMER Officer, to recommend informed actions. The aforementioned information should be compared to the needs and requirements of other stakeholders before endorsing any recommendation. This will ensure that the advices provided to the Secretary General and directors are in-line with the strategic directions of the Lebanese Red Cross, and preserve the interest of all stakeholders, including mainly beneficiaries, field staff and volunteers, the senior management, RCRC partners, donors, etc. In addition, this position aim at establishing a consolidated PMER framework of the LRC, able to provide consolidated plans and reports on the totality of the LRCS actions in country.

Project applications and contracts with external stakeholders will be validated by the Planning Director to ensure strategic alignment, programmatic coherence and compliance with the project cycle. Annual and quarterly reports drafted by the sectors will be shared with the coordinator to provide technical feedback and support when needed.

Essential Responsibilities and Duties

  • Support the Secretary General and advise the directors at LRC in areas related to the improvement of the programmatic portfolio and monitoring the strategic directions of the Lebanese Red Cross Society.
  • After consulting with all sectors and compiling the needed PMER related information, draft and share with the Secretary General a consolidated annual action plan which aims at promoting the strategic and programmatic performance at LRCS
  • Support the establishment of NS PMER institutional framework and is dissemination among the different stakeholders internally and externally.
  • Ensure that the systems established by the PMER Senior Officer and technical team are functional and providing timely and high-quality information from the field.
  • Consolidate and present to the secretary general regular progress reports with input from all relevant sectors, finance and procurement. Ensure highlighting red flags and issues to be addressed for the secretary general attention.
  • Compile, along with the senior PMER Officer, all strategic and programmatic information received from the different sectors consolidate it and analyze it before forwarding it to the Secretary General.
  • Validate all project plans and reports and ensure it fits the NS PMER institutional framework.
  • Participate in movement and promote closer coordination and cooperation between the operational sectors.
  • Liaise with the LRC partners and provide needed information and reports, to ensure compliance with grants and cooperation agreements terms and conditions.
  • Ensure close cooperation with the finance sector throughout all the project cycle including harmonization of financial and narrative reports before submitting to partners.

Strategic Roles and Responsibilities

  • Compile all of the information related to the coordination initiatives applied on a sector level and provide advice to the directors to ensure strategic alignment and programmatic coherence  

Operational Roles and Responsibilities

  • Ensure that the Senior PMER, Reporting and Information Management Officers are jointly working on consolidating the needed information for the annual plans and national report which includes output and result based information of LRC’ programs.
  • Ensure that the Senior PMER, Reporting and Information Management officers are jointly working on visualizing all of the relevant information and sharing them with the senior management and field
  • With the support of the senior PMER Officer, and after setting the overall PMER framework and standards, propose the adoption of unified reporting templates and tools.
  • With the support of the senior PMER Officer, ensure that the project cycle is being applied in all sectors; with the aim of strengthening the link between the lessons learnt and design phases.
  • Provide the needed support to the PMER Senior Officer and technical team to establish the application of the institutional Monitoring & Evaluation and Accountability frameworks
  • Support the sectors in complying with the grants requirements and keep them informed about deadlines and deliverables
  • Provide trainings to the relevant staff on grants management, reporting requirements and the implementation of a project cycle

People Management Roles and Responsibilities

  • Ensure the well-functioning of the planning section by managing and coaching the PMER Senior Officer, Reporting Officer and the Planning Section Team.
  • Support and facilitate the work of the section staff by liaising with the directors of the sectors and liaising with the needs they identify
  • Ensure close coordination between the PMER Senior Officer and the sectors PMER officers through supporting the establishment of PMER technical team.
  • Promote close cooperation between PMER senior officer, Reporting Officer and the Information Management Officer.
