Regional Associate Recruiter

Job Description

As the Associate Recruiter, in collaboration with the Regional Recruitment Coordinator, this person will be responsible for finding the most competent candidates, who believe in IRC’s mission and are representative of the countries and region in which we work, including West Africa, East Africa, Asia, Europe, the Middle East and North Africa (MENA) and the US. Your main focus will be on the Middle East and North Africa (MENA) region, guiding candidates through our hiring process and connecting them to opportunities to work at IRC. The Associate Recruiter is creative and driven, with an interpersonal savvy that allows development of lasting relationships with both candidates and hiring managers.

From generating a talent pipeline and rosters to maintaining a successful offer acceptance rate, you will handle the recruitment process for mid-level hires. By demonstrating their knowledge of our programs’ hiring needs and search requirements, you will effectively match candidates with the roles in which they will be most successful.

The position holder can be based at any location within the MENA Region where IRC is registered, including but not limited to Amman – Jordan, Beirut – Lebanon, or Erbil – Iraq.

Major Responsibilities:

  • Handle full-cycle recruitment process and directly recruit junior to mid-level positions; develop candidate rosters, employ traditional and innovative sourcing strategies, actively network and employ innovative, creative recruiting methods to find competent and organizational fit candidates and prospect for new opportunities. 
  • Form and maintain a collaborative relationship with key internal teams at global, regional and country levels including country program HR staff and Recruiting Teams, Regional Teams, Regional Management Team, Partners, Universities, peer agencies, and private sector, etc. to know the ins and outs of their departments and better understand their hiring needs and job specifications.
  • Utilize local job boards in countries, support in social media initiatives and apply innovative sourcing methods to support recruiting objectives. Develop and release job postings on a platforms, such as social media and job boards.
  • Take on recruiting initiatives to support the human resources strategy while guaranteeing adherence to local labor regulations and donor requirements
  • Provide an efficient and high-quality experience for every candidate from application stage to offer. Screen resumes and prospects, qualify, interview and manage candidates throughout the selection process from prepping before interviews to assisting with final offer negotiation, including a robust reference and background checks.
  • Maintain a database of candidate records, including active and passive prospects, hired and fired employees, and other candidate relationships
  • Gain a deep understanding of IRC’s programs and operations, in order to provide outstanding talent sourcing, recruiting, and hiring in partnership with hiring managers
  • Create and maintain talent pools and pipelines using IRC global Applicant Tracking System (ATS) – Cornerstone.
  • When needed, provide orientation, coaching and guidance to more junior level recruiting staff

Other Internal and/or external contacts:

Internal: MENA Regional HR Director, MENA Regional HR Team, Senior Director-Global Recruiting, MENA Regional Team, MENA Country Directors and HR Leads, Hiring managers, HR Partners, HQ-HR departmental staff, etc.

External: IRC candidates – internal and external, INGO forums, local and regional associations or vendors

 

Qualifications

Education: Bachelor degree in Human Resources Management (or related field)

Work Experience: Minimum 4 years+ of direct recruitment experience or human resources

Skills and Competencies:

  • Experience in hiring senior level positions and mass recruitment projects in an INGO is preferred
  • Shown sense of professional discretion, integrity, and ability to handle situations diplomatically and to effective resolution
  • Exceptional communication, interpersonal, and decision-making skills
  • Advanced knowledge of MS Office, database management, and internet search
  • Ability to work in a fast-paced environment and demanding priorities
  • Experience with applicant tracking systems (ATS), job boards and social media tools and strategies to attract talent
  • Demonstrated experience in implementing and maintaining recruitment strategies and systems in a high-volume context in multiple locations within a region or global environment required
  • Proven experience conducting various types of interviews (i.e., phone, video, etc.)
  • Excellent project management, interpersonal and mediation skills to provide excellent client service in a cross-cultural context
  • Ability to build professional relationships with management and global partners. Capable of working seamlessly across countries, cultures, and departments required

Language Skills: strong verbal and written English. Spoken Arabic is required. Conversant or proficient French is a plus
