IPC Supervisor

WHAT IS MSF ?

Médecins Sans Frontières/أطباء بلا حدود  بلا أطباء (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

A FEW WORDS ABOUT THE PROJECT

The project started in Sept. 2013 in Shatila, where MSF currently manages an outpatient center for chronic non-communicable diseases (NCDs), vaccination services with transversely integrated mental health services and health promotion, and referrals for patients who require services beyond the scope of MSF activities. Additionally MSF opened a women’s health center with sexual and reproductive health care.
During 2018, low risk deliveries were relocated from Shatila to Rafik Hariri University Hospital compound, where MSF runs a Birth Centre. MSF took this as an opportunity to work together with external partners as catalyst for change around midwifery model of care and demedicalization of deliveries. The antenatal care services remains in the camps, to serve the most vulnerable women.
In Bourj el Barajneh camp, besides the above mentioned activities, MSF provides in addition home based care for those patients who are housebound or bedridden often due to an advanced NCD disease.

MAIN RESPONSIBILITIES:

Implementing and supervising an infection control program in a project or health facility, according to MSF protocols, safety and IPC measures, in order to ensure quality of care and safety of patients, caretakers and staff

This position will be located in the MSF Birth Centre (located in the ground of RHUH, whilst maintaining its independence, the BC will collaborate closely with RHUH) wih frequent vists to the Family Center in Bourj El Barajne (OPD) and PHC Center in Shatila

ACCOUTABILITIES:

  • In collaboration with each service activity manager, maintaining and supporting the day to day implementation of the standard precautions in health structures in all departments including sterilization, laundry and kitchen, and providing technical supervision, training and support to the staff on IPC related issues using existing tools such as audits, checklist, surveillance
  • Implementing and monitoring adherence to additional precautions for air, droplet and contact transmissible diseases when indicated. Based on a given patient-diagnosis, evaluating the need and supporting the implementation, if needed, for additional precautions in collaboration with the medical team and act accordingly
  • Implementing as planned, the correct ‘clean and dirty flows’ inside the health facility. Ensuring that environmental standards in the facility are respected (bed spacing, number of handwashing stations etc.) and together with the Hospital Facilities Manager and WHS Supervisor, that the essential requirements are available in the health structures
  • Guaranteeing compliance to aseptic care techniques and to the correct use of antiseptics, disinfectants and detergents.
  • Checking the consumption and the quality of IPC materials and equipment, including cleaning materials and equipment, PPE, etc.
  • As member of the Infection Control Committee, participating in and supporting the development and following up the Infection Control Action Plan.
  • Supervising the team under his/her responsibility and participating in the associated HR processes (e.g. recruitment, training/induction, evaluation, potential detection, coaching, development and communication) in order to ensure both the sizing and the amount of knowledge required.
  • Reporting any irregularities to NAM or IPC managers or PMR  and producing reports with information  recommendations for the monthly medical reporting

Note: IPC standard precautions include Personal Protective Equipment (PPE), hand hygiene, prevention of accidental exposure to body fluids, safe and appropriate treatment of re-usable medical devices, waste management, cleaning and disinfection of surface and environment, respiratory hygiene and individual hygiene for staff, caretakers and patients IPC essential requirements include water supply, solid waste and waste water treatment/disposal, latrines and shower facilities, dead bodies management, vector control and medical waste management

ADDITIONAL ACCOUNTABILITIES:

  • Assist in implementing Infection Prevention & Control practices and guidelines in south Beirut project.
  • Report and follow up of Infection prevention and control activities.
  • Assess the current capacity for IPC in project and identify the areas that need improvement.
  • Assist in Conduct trainings for south Beirut project staff on IPC policies and practices;
  • Assist in Developing and implementing IPC guidelines.
  • Assist in developing the IPC action plan.
  • Assist in the development of standard operating procedures and reporting mechanisms for the IPC activity.
  • Monitor cleaners performance in accordance to validated SOP using UV quality check, surveillance and audit sheets/checklists.
  • Monitor staff hand hygiene compliance accoding to validated SOP using UV quality check, surveillance and audit sheets/checklists.
  • measure staff transmission based compliance in accordance using surveillance and audit sheets/checklists.
  • Monitor detergent and disinfectants dilution practice by cleaners.
  • Monitor laundry items sent/received from external company.
  • Monitor the waste managenet process with volume sent and proper waste segregation by project staff.
  • Create monthly hygiene order
  • Provide technical support for cleaners.
  • Create and update monthly cleaners roster.
  • Provide regular feedback for staff on compliance measurement results.

REQUIREMENTS

Education : Essential - Nurse or midwife (or equivalent) diploma

Desirable experience : Previous working experience with MSF or other NGOs. Experience in OT, Intensive Care Unit, sterilization, infection control is an asset.

IT skills: Essential computer literacy (word, excel)
