Main Role
The Planning, Monitoring, Evaluation and Reporting (PMER) Coordinator manages the operations of the PMER and CEA team at the DM Sector by leading a team of staff members in coordination with 8 center volunteers with the goal of ensuring that the DM Sector programs are aligned with project management practices while mainstreaming CEA principles and activities within the DM Sector.
Essential Responsibilities and Duties
Operational Roles and Responsibilities
- Manage the operations of the DM PMER-CEA team in coordination with DMS center focal points with the goal of ensuring that DMS programs are aligned with project management practices
- Supervise the design and systemization of planning, monitoring and reporting processes by developing a Log-frame bank, project tracking system, and M&E frameworks and tools
- Prepare Project proposals and facilitate processes to ensure submissions are timely and up to LRC standards
- Prepare high quality DMS reports ensuring delivery of accurate info and well-presented data that is up to LRC standards
- Play a major role in DMS real-time evaluations which inform the DMS operations
- Support in developing logical frameworks ensuring common language and follow-up on M&E frameworks of the programs and projects
- Identify innovative and sustainable PMER solutions by utilizing data management techniques
- Ensure that PMER best practices are implemented efficiently during emergency responses
- Coordinate and oversee any surveys, reviews, lesson-learning exercises/workshops, evaluations, or other relevant studies, to ensure they are timely, useful and ethical and uphold LRC’s criteria and standards.
- Ensure all review or evaluation work is evidence based and considers the outcomes, as well as the outputs of the response, to ensure that this informs future operational decision-making and quality programming
- Ensure the appropriateness of planning and implementing the activities facilitating the Strategy with DMS Centers
Community Engagement and Accountability:
- Ensure communities have a platform to voice their feedback and complaints by strategically managing crises hotlines
- Lead a shift in DMS communications practices by designing a proactive feedback mechanism to systematically listen to communities and collect their perceptions and rumors
- Promote a community-centered culture of decision making by providing program teams with actionable insights from analysis of hotline, monitoring, and questionnaire data
Function Specific Skills and Experience
- Experience in PMER practices
- Management of staff and teams experience
- Experience in data collection, management, analysis and presentation methods and tools, and ability to set up systems for reliable data collection
- Clear and precise oral and written communication skills
- Experience in effective report writing
- Experience in CEA mainstreaming
- Technical expertise in community engagement and accountability, community development, inclusion/gender mainstreaming, programme communications and documentation of learning
- Self-sufficient in computers (particularly Excel, Word, SharePoint, PowerPoint)
Industry Related Experience
- Experience with managing Lebanese Red Cross volunteers is desirable
- Experience in similar volunteer-based organizations or humanitarian organizations preferred
