Overview

Lebanon is more fragile now than ever before. The likely deterioration of the economic situation in Lebanon into 2020, will require both the humanitarian and development community to respond to increasing needs amongst refugees (both Syrian and Palestinian), in addition to current and emerging needs amongst vulnerable Lebanese and migrant worker communities. The onset of COVID-19 and Beirut blast on August 4 have exacerbated socio-economic vulnerability, with the full extent of these factors not yet fully revealed.

Amongst CARE International’s key imperatives is putting the people first, through implementing cutting edge programming in different thematic areas and contexts. CARE International in Lebanon (CIL), has been mainly responding to the Syria crisis and navigating its Crisis Response Plan to meet the needs of the different constituents of the Lebanese Society. CIL’s programming encompasses both, humanitarian and development work, and therefore all its business development endeavors are to reflect its needs-based commitments without discrimination in collaboration with civil society organizations (CSOs).

Currently, CIL’s presence is in Akkar, North, Beirut, Mount Lebanon, Bekaa and South, with two main offices one in Tripoli and one in Beirut. The main program sectors that CARE Lebanon is working in are; Protection with particular emphasizes on Gender, Food Security and Livelihoods, Women Economic Empowerment, Basic Assistance, Shelter, WASH and Humanitarian Response.

CARE Lebanon has scaled up rapidly over the past few years and today it has just about 100 staff members, with about 15 different local/international organization partners. 90% of the team is composed of national staff with a symbolic number of international members

Objectives

CARE International in Lebanon (CIL) is seeking a consultant to Lead the development of and write multi-sectoral concept notes/proposals ready for submission to the donors as per agreed deadlines with CIL’s Senior Program Development Manager. Important considerations:

  • Concept note development will be conducted remotely. It is expected that the writer will be available for calls and teleconferences, and check and respond to email regularly.
  • Writer will proactively engage the Program Planning, Analysis and Learning Unit at CIL to lead the drafting process and ensure necessary inputs are received, working primarily with the Senior Grants Management Officer, Senior Program Development Manager and different Technical Leads.

Specific Roles and Responsibilities include:

  • Ensure concept note fulfills the requirements set forth in donors’ CFP.
  • Actively participate in design workshop and technical meetings and propose innovative solutions as appropriate.
  • Review primary and secondary literature as disseminated by proposal team for inclusion in concept note and/or design.
  • Proactively work with the CO to gather technical inputs in order to draft concept note, and liaise directly with them to address any gaps, questions, revisions, and updated information during the drafting process.
  • Manage the collaborative development of the concept note’s design to ensure cohesiveness of approach, based on technical evidence, research, and best practices.
  • Ensure concept note’s compliance with donor and international humanitarian standards (e.g., Sphere Standards).
  • Circulate completed drafts in accordance with the concept note development timeframe to allow for critical review by key stakeholders.
  • Incorporate new information, clarifications and additional inputs received from key stakeholders.
  • Conduct final editing and formatting as advised by the SPDM.

Deliverables & Timeline:

The Proposal Writer shall commence the duties as soon as possible and all the work shall be completed by the following date: 31 March 2021. The Proposal writer is expected to allocate a 5 days LOE per concept note / proposal on average and any deviation from this LOE is to be approved by the SPDM.

Consultant Profile

  • At least   5-10  years of relevant experience, especially at INGOs, and donor agencies focused on Humanitarian aid, and Development programming / funding.  
  • Master’s degree in one or several of the following areas: livelihoods, development studies, agriculture, Protection and Social Work or any other relevant area.

Competencies

  • Extensive experience in proposal development for ECHO, USAID, BHA, AFD and other relevant donors.  
  • Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.

For individual consultants:

Please submit your technical and financial proposal to undertake the above activities by sending an email to recruitment@careliban.org . The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

  • Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;
  • Copy of the CV;
  • List of previous clients for similar jobs;
  • Copy of newly issued judgmental record for nationals;
  • Copy of ID or passport

b) Financial proposal detailing the following:

  • Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
  • Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
