WHAT IS MSF ?

Médecins Sans Frontières/أطباء بلا حدود  بلا أطباء (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

A FEW WORDS ABOUT THE PROJECT

The project started in Sept. 2013 in Shatila, where MSF currently manages an outpatient center for chronic non-communicable diseases (NCDs), vaccination services with transversely integrated mental health services and health promotion, and referrals for patients who require services beyond the scope of MSF activities. Additionally MSF opened a women’s health center with sexual and reproductive health care.
During 2018, low risk deliveries were relocated from Shatila to Rafik Hariri University Hospital compound, where MSF runs a Birth Centre. MSF took this as an opportunity to work together with external partners as catalyst for change around midwifery model of care and demedicalization of deliveries. The antenatal care services remains in the camps, to serve the most vulnerable women.
In Bourj el Barajneh camp, besides the above mentioned activities, MSF provides in addition home based care for those patients who are housebound or bedridden often due to an advanced NCD disease.

MAIN RESPONSIBILITIES:

To understand and follow up  with the designed EMR system in South Beirut project, provide tools (user manuals) for all end users, edit and structure updates, and to be able to trouble shoot in case of technical problems.

ACCOUNTABILITIES:

  • Testing the current system and testing new update.
  • To write and edit end users manuals for all different end user categories (MDs, nurses, para-medical staff, data managers, directors, etc…).
  • To write and edit installation procedures and the technical part of the software.
  • Train all end users.
  • Troubleshoot in case of IT problems within the EMR system. 
  • To assess the audience and the nature of the documentation by: attending planning/briefing meetings; and collaborating with developers and managers to clarify any technical issues.
  •  Research and gather the information required by: using the product or service in question to understand the technology and applications for which documentation is being prepared; gathering and analyzing the information needs of the user; organizing the information according to the user's needs; writing and editing text; commissioning, coordinating or preparing illustrations; using a variety of software applications to present the information; and index and catalogue material.
  • Create a trouble reporting system, Understand the technical problem and address this in a timely manner, Solve the problem or inform developers and follow the process and Instruct the respective end user(s) in order to avoid future similar problems.
  • Regular follow up of the system currently used and the reporting tool.
  • Edit and update on the system based on needs
  • using the product or service in question to understand the technology and applications for which documentation is being prepared
  • Follow up on the technical parts related to the system software and server.
  • Assist in troubleshooting and solving software application issues.
  • Identify opportunities that can improve efficiency of EMR system
  • Structure report overviews and templates within the reporting tool linked to the system in use.
  • Fixing bugs and issues reported by users.
  • Extensive testing of the entire system and  the reporting tool

REQUIREMENTS:

Education : Essential - Bachelor’s degree in IT, Computer Science or equivalent.

Desirable experience : min 2 relative working experience. Desirable experience with MSF or other NGOs.

IT skills: Good Communication skills with all computer users. Technical experience with systems networking, databases, Web development, and user support. Good background in Data Base design in Microsoft SQL and Access and Microsoft office products. Strong analytical and problem solving skills
