TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars: The Beirut Response Pillar, the Humanitarian Pillar, and the Human Rights and Economic Justice Pillar. Under the Beirut Response Pillar, Oxfam and partners are engaged in a humanitarian response following the Beirut blast of August 4th, with cash, protection, legal and mental health assistance and support, among others. Under the Humanitarian Pillar, Oxfam works with partners to ensure that marginalised women and men (refugees and Lebanese), have safe access to WASH, attain their rights to life, security, protection and assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.
JOB PURPOSE: Oxfam is seeking a dynamic and experienced Deputy Humanitarian Programme Coordinator (D-HPC) to lead on Oxfam’s emergency preparedness planning and implementation, across our areas of operation in Bekaa, North Lebanon, and Beirut, and to support the programmatic, management, program development, influencing and partnership aspects of the Beirut Response and of the Humanitarian Pillar. Apart from leading on all of Oxfam’s emergency preparedness and response activities (in Beirut, Bekaa and North Lebanon), the D-HPC will oversee effective relationships with relevant external stakeholders, provide oversight over projects in the Beirut Response and in the Humanitarian Pillar, support in preparing and developing high quality proposals and concept notes, review progress and donor reports, and enhance internal and external learning and representation. As a key role within the Oxfam Lebanon Country programme, the position is based in Zahle, with regular travel to Beirut and the North for the coordination of an emergency response, for meetings with Oxfam and partners, and for program monitoring.

KEY RESPONSIBILITIES
Emergency Preparedness and Response
- Maintain an up-to-date understanding of the humanitarian situation in Lebanon, track early warning data, access and security issues, and emergency responses by other actors, and brief humanitarian teams on relevant and latest information as it affects Oxfam and partner’s work in Lebanon in the Beirut response and in Bekaa and North Lebanon;
- Oversee and regularly update emergency rosters and rapid response teams across Oxfam’s areas of operation (North Lebanon, Bekaa and Beirut);
- Work closely with programme support teams (finance, logistics, and human resources) to ensure timely procurement, proper staffing, program quality and spending, so that Oxfam can deliver a timely and effective response to emergencies as they arise;
- Update Oxfam’s preparedness plan on a regular basis, feeding information from support teams and advising on improvements to planning efforts;
- Lead on emergency response planning and implementation, and ensure appropriate contingency plans and related preparedness and mitigation strategies are in place and updated;
- Ensure the mainstreaming of gender and safe programming considerations throughout all of the planning and response efforts, and adherence to Oxfam’s policies and guidelines;
- Mobilise Oxfam teams to respond to emergencies in Beirut, Tripoli, North Bekaa when needed;
- Work with monitoring and evaluation staff to coordinate and update needs assessments, and gather information on early warning and impact of emergencies;
- Support team and partner risk analysis related to programme activities before and during implementation, and provide strategic steer on amending activities and approaches where necessary;
- Build Oxfam and partner staff capacity on preparedness initiatives, and on delivering a fast, agile and timely emergency response;
- Gather lessons learned from Oxfam’s emergency planning and response efforts (including the recently-established Beirut Response), in view of continuous quality improvements;
- Support the development of briefing and communications materials, and respond to information requests (by internal and external audiences), on Oxfam’s response to emergencies, while providing timely, quality inputs.
Programme Oversight on Humanitarian Program
- Maintain an analysis of the overall context and use this to inform interventions, supporting the HPC to adjust strategic directions and inform strategic decisions;
- Support the implementation of Oxfam’s Beirut Response and Humanitarian Pillar’s work in Lebanon – including ensuring coherence, standardized approaches, programme quality and good partnerships with local civil society, across the humanitarian programme and in line with the Oxfam Country Strategy;
- Support the humanitarian team in the Beirut Response and in Bekaa and North Lebanon, and partners, in developing and applying appropriate monitoring, evaluation, accountability and learning (MEAL) approaches in relation to Oxfam’s humanitarian work in Lebanon;
- Support the humanitarian programme team and partners in mainstreaming gender throughout Oxfam Lebanon’s humanitarian work;
- Support in identifying and implementing capacity building plans for Oxfam staff and local partner organisations.
Programme Design and Strategy for Humanitarian Program
- Support humanitarian programme design and proposal development for humanitarian projects in Beirut, North Lebanon, Bekaa;
- Provide specialist humanitarian and resilience advice and support the implementation of Oxfam’s humanitarian programme interventions and approaches in Lebanon
- Support the identification of new humanitarian partners in Oxfam’s areas of implementation including on Local Humanitarian Leadership;
- Participate in country planning, strategy development and reviews.
Representation & Influencing for Humanitarian Program
- Represent Oxfam externally in relevant UN/(I)NGO or government fora; attendance at relevant coordination platforms under LCRP, COVID and Beirut Response, develop alliances with organisations and other relevant stakeholders working on humanitarian programming, with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms, and supporting field staff in field-level coordination and in sector working groups;
- Represent Oxfam with donors and affiliates of the Oxfam confederation, giving briefings on the unfolding humanitarian situation in Lebanon, Oxfam’s preparedness and response plans and programming, and prepositioning Oxfam for further scaling-up of programming in Lebanon;
- Lead on facilitating donor and affiliate visits to the field (Covid permitting);
- Engage with local authorities and other relevant stakeholders as need be, to ensure smooth operational work.

In addition:
- 3 to 5 years of experience managing humanitarian programmes in WASH or protection or cash or food (multi-sector experience preferred), including experience in planning, budgeting, financial management, monitoring, evaluation, and report preparation;
- Experience leading an emergency preparedness and response plan and implementation;
- Experience in supporting proposal development for multi-sector humanitarian programs;
- Experience in leading and managing humanitarian multi-sectoral teams working in a fast-paced and dynamic working environment;
- Adaptability, dynamic personality and the ability to work under pressure;
- Excellent coordination and interpersonal skills;
- A proven record of effective partnerships, and relationship-building and influencing skills;
- Excellent verbal and written communications skills in English and in Arabic, and the ability to relate to people from all backgrounds.
