MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING
- Develop, implement and maintain quality MEAL systems and processes for projects, ensuring the capture the progress against outcomes, outputs and activities of the projects;
- Ensure and coordinate project targets are being met and oversee the overall monitoring;
- Clean and compile program related data at different intervals and ensure the quality of the data through data verification processes;
- Ensure that adequate MEAL support is provided to planning, and designing of projects, and targeting, selection of beneficiaries, needs and context analysis.
- Support the documentation of the project progress through monitoring the availability of the project documents;
- Ensure that the accountability systems, including complaints and feedback systems are in place and operate according to global standards and SOPs.
- To support in strengthening staff and partner capacity for quality implementation of MEAL systems. Provide trainings in MEAL – related topics.
- Ensure that learning (lessons learned, recommendations) is extracted from information collected by all project partners, properly disseminated at the different levels and consistently used to improve the quality of interventions
- Ensure that the project implementation is supported by well-functioning MEAL systems, tools, and processes.
- Provide regular feedback to project management and partners on various implementation issues and challenges for their early resolution.
- Ensure that evaluations, needs assessments and case studies are appropriately carried out
- MEAL officer will coordinate MEAL activities across all project partners and participate in relevant coordination bodies.
REPORTING
- Establish monthly, quarterly, and annual reports through compiling data from the project team and in accordance with donor requirements;
- Ensure that all relevant data is well captured within the databases;
- Support in designing various reporting tools and templates
- Document the success stories captured by the field teams;
Function Specific Skills and Experience
- Bachelor degree in any relevant field
- 2-3 years’ experience in MEAL practices
- Experience in data collection, management, analysis and presentation methods and tools, and ability to set up systems for reliable data collection
- Clear and precise oral and written communication skills
- Experience in effective report writing
- Fluency in written and spoken Arabic and English; French is a plus.
- Experience in CEA mainstreaming
- Self-sufficient in computers (particularly Excel, Word, SharePoint, PowerPoint)
- Experience in data management
- Experience in Project Cycle Management
