HR Coordinator

The shifting context in Lebanon has further strained the country’s economy and infrastructure and this is particularly felt in the health sector. Despite the efforts of the Lebanese Ministry of Public Health in supporting primary and secondary healthcare to vulnerable populations, the cost of consultations, laboratory tests, and medication remains a barrier.

This reality has prompted MSF to providing medical assistance to vulnerable communities in Lebanon. Currently there are over 1 Million Refugees in Lebanon. We work in the north of Lebanon, the Bekaa valley and in the outskirts of Beirut, offering free, high quality primary healthcare. Our teams provide treatment for acute and chronic diseases, reproductive services, mental health support and health promotion activities. Teams also run mother and child health centres across the country.

We are offering Medical and mental health services in Beirut to the most vulnerable Migrant workers.

With Covid -19 pandemic and deterioration of the economic crisis and after the 4th of August explosion MSF had to be agile in its operations in Lebanon and respond quickly to the arising needs by providing further medical assistance.

Covid 19 response is one of the topic on which MSF is active and participate to the national efforts, covering all communities and nationalities. We have a covid ICU hospital, swabbing mobile team and several HP teams focusing on the topic.

Main objectives:

Defining and implementing the Human Resources (HR) strategy and policies in the mission, acting as a strategic partner to operations ensuring the required HR capacity and developing people capabilities according to MSF standards, protocols and procedures in order to enable the development of the mission in perfect working conditions and to optimize the impact of the medical projects.

Operational results and delivery of medical services, should always be the overall goal. As coordinators the support to operation is the main objective, protocols and procedures exists as a mean to achieve this in a sustainable and ethical way but are not a goal in itself. The HR coordinator as the rest of the coordination must consider supporting the project as the priority. Therefore understanding the main aspects of the operations is crucial.

Specific objectives of the post:

  • Adapt the HR strategy when needed to be able to serve the regular operations but most importantly to be agile in being prepared for rising for future contextual changes and rising emergencies to come
  • Continuous reinforcement of management values of MSF
  • Supporting the supervisors and managers in HR management and admin processes
  • Support team development & coaching throughout the mission

Responsibilities:

  • As a member of the Mission Coordination Team (MCT), participating actively in the definition of annual project plans and budgets and the Emergency Preparation Plan (EPP), defining HR strategies and advising the HoM and Cell on the translation of HR needs into objectives and priorities for the mission.
  • Being responsible for the follow-up of the HR budget and HR annual plan and accountable for both.
  • Identifying key indicators to follow up the results
  • Ensuring alignment of the mission’s objectives with institutional HR objectives (HR capacity of the organization, development of staff, detachment, etc.)
  • Being responsible for monitoring and ensuring an adequate implementation of all HR and administrative activities and processes in the mission, ensuring alignment with MSF’s HR vision and Responsible Employer framework. Including:
  1. Sizing (FTEs, shifts/rosters, etc.)
  2. Set-up (job descriptions, org charts, etc.)
  3. Recruitment local/ regional staff
  4. Compensation and Benefits (benchmarking, function grid, payroll, benefits, etc.)
  5. HR team management (incl. management of behavioral issues and Performance management)
  6. Learning and Development
  7. Legal compliance
  8. Visa and work permits
  9. Induction off staff (incl. adherence to MSF’s values and vision)
  10. Internal communication on HR,

 

  • Supporting and coaching all MCT members in their role of people’s managers
  • Ensuring, in close collaboration with the medical team, the implementation of safety/security/medical protocols in order to ensure healthy and risk-free working conditions for all staff in the Mission.
  • Being responsible for the correct use of HR Systems in the Mission and systematically ensures the quality of data and the monthly closing.
  • Ensuring, in collaboration with Logistic department, that all international and internal movements in the Mission are properly managed and proper accommodation for staff is ensured.
  • Representing MSF in meetings with National Authorities and other NGOs for HR/Admin related issues.
