FSL and Nutrition Field Officer - AECID Project - Tyre

Under the Head of Project's supervision, the FSL & Nutrition Field Officer is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities and ensuring proper coordination with beneficiaries, municipalities, local authorities, and related AAH departments. The position requires extensive fieldwork and movement between several worksites.

Objective 1: Follow up day to day implementation of Food Security & Livelihood and Nutrition activities (60%)

  • In collaboration with the Head of Project, the Field Officer will assess current IYCF, nutrition, and care practices amongst the targeted communities and identifying essential practices and barriers to optimal practice that need to be addressed.
  • Help design and deliver dynamic behavior change sessions with community members, particularly parents of infants and young children, on nutrition, hygiene, and care practices at the community level.
  • Conduct individual assessments, one-to-one counseling and referral, and follow-up, as appropriate, at the community level.
  • Ensure timely and qualitative implementation of ACF Cash-Based interventions:
  • Support the organization of cash distribution with the HoP and perform regular monitoring visits to the beneficiaries and project sites with ACF tools.
  • Represent and explain the project and its objective correctly to the beneficiaries with the guidance of the HoP. Maintain constant and impartial contact with local authorities, beneficiaries, and other partners in the project area.
  • Monitor availability of basic needs (food, health, etc.) in the local shops.
  • Coordinate with other actors on nutrition and health in intervention areas to ensure no overlap and conduct referrals if needed.
  • Participate in other FSL, nutrition, and health promotion activities that could be identified based on beneficiaries' needs ad linked with the nutrition context.
  • Provide written and verbal reports to the Head of Project within an agreed period.

Objective 2: Monitoring, coordination, and communication (30%)

  • Monitor and report all FSL & Nutrition activities in the field, ensuring compliance with plans and Action Against Hunger standards.
  • Ensure that the project's activities are well coordinated with the relevant governmental sides (local authorities) and non-governmental sides.
  • Respond to and record beneficiary FSL & Nutrition technical feedback and complaints at the field level.
  • Collect, organize, and develop all data, files, and documents.
  • Support in building relationships between Action Against Hunger, local authorities, municipalities, and communities.

Objective 3: Data collection and reporting (10%)

  • File, document, and report work progress to his/her line manager every week to ensure proper documentation and proper Workplan and follow-up.
  • Regular reporting of work progress, written and oral as needed, to the Head of Project and the WASH Program Manager.
  • Report any possible problems or conflicts that may arise during the program activities on time to identify possible solutions.
  • Report the use of materials and possible ways for improvement.   
  • Attend debriefing meetings with line manager and other team members, as requested.

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan. See to it that the team under his/her responsibility complies with the security plan and performs the security management tasks assigned in its protocols.
  • Communicate to the security managers of the working location any security-related information or noncompliance with the security plan.

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee's abilities.
  • Support any activity that helps to reach our humanitarian goals, as per the employee's abilities.
  • Promote gender equality within the humanitarian and development work.
  • Attend meetings and training as needed.

Knowledge and Experience Required:

Training/ Education:

  • Bachelor's Degree in Social Sciences, Social Studies, Agriculture, Agricultural Economics, Economics, Food Security, Project management, Nutrition, Development economics or International development or Sociology will be an asset.

Technical specific knowledge:

  • Knowledge in Infant and Young Child Feeding, nutrition in the lifecycle, maternal nutrition and health, micronutrient deficiencies, community nutrition, and public health
  • Knowledge of Cash-based Transfer (CBT) is an asset.
  • Familiarity with food security, livelihood and nutrition interventions, and humanitarian assessment is preferred.
  • Knowledge of food security and livelihoods, cash-for-work activities, and modalities.

Previous experience:

  • AT least 1 – 3 years of experience working in nutrition at community or health facility level and conducting training or community awareness sessions.
  • Proven experience in food security and livelihood projects, particularly in labor-intensive activities/cash-for-work
  • Reporting capacity, organized and rigorous personality, availability/learning capacity.
  • Ability to work in a team, interpersonal qualities, and diplomacy, flexible concerning job priority – Agrees with ACF's principles and objectives.

Humanitarian sector knowledge:

  • Good knowledge of INGOs and donors' procedures, guidelines, and humanitarian actions in Lebanon and the south.

Action Against the Hunger knowledge:

  • Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country or Middle East region is an asset, though not mandatory

Languages:

  • English and Arabic (compulsory working languages, fluent spoken and written)

IT and specific systems:

  • Good command of MS Office, compulsory expertise in Excel.
