Medical Manager

La Chaîne de l'Espoir (CDE) is a French non-for-profit association founded by Professor Alain Deloche in 1994 and currently chaired by Doctor Eric Cheysson. This international aid association is independent and impartial. It works in situations of poverty and exclusion, conflict and disaster. La Chaîne de l'Espoir was formed by a network of medical and surgical experts. As a key player in the health sector, it is committed to providing medical treatment and education to children who need it most. It also supports the health systems in the countries in which it intervenes, by building and equipping structures adapted to the local context.

Since late 2016, La Chaîne De L’Espoir has implemented a comprehensive paediatric orthopaedic surgery program with local partners in Lebanon targeting vulnerable children living with orthopedic congenital anomalies, covering local and refugee populations, by providing medico-surgical care to more than 420 children including post-operative follow-up and rehabilitation.

 

Background:

La Chaîne De L’Espoir (CDE) has a stable presence in Lebanon, aiming to support access for the most vulnerable children with congenital anomalies to quality medico-surgical management and follow-up services. The current program encompasses activities advocating for establishing national policies, capacity building, and integration of needed quality activities in the health system. It also provides assistance to the most vulnerable in response to the emerging health crisis.

 

Job Description

The objective of the Medical Manager is the overall management of the medical and the health development aspects of CDE’s missions in Lebanon. S/He will have direct managerial responsibility for health service provision within the parameters set out by the approved programs, operational plan, and budget.

 

Main Responsibilities:

 

Advocacy & capacity building

  • Lead the implementation of the advocacy strategy and mobilize stakeholders to have an information system, a national guideline and a clear referral pathway
  • Coordinate and review the national guideline preparation, finalization and dissemination
  • Develop medical training courses (methodology and material)
  • Raise awareness and build capacities of the Lebanese healthcare actors
  • Coordinate and communicate regularly with stakeholders, collect data and follow up on implementation

 

Partnerships: strategy and establishment

  • Identify and map stakeholders
  • Liaise with relevant stakeholders in order to develop referral mechanisms that enable potential patients and their families to access CDE’s and other providers’ services 
  • Participate in the technical review approval of partners, prepare terms of reference/ framework agreement and in contracts establishment (including participating in negotiation of prices with hospitals)
  • Follow up on framework agreement implementation with partners for health service provision, including monitoring activities and quality reporting

 

Access to quality medico-surgical care

  • Review and validate patient medical files for provision of healthcare services, after beneficiaries’ socio-economic assessment, ensuring all related documents are properly collected and filled (identification form, consultation form, imaging/lab results, operative /discharge/follow-up reports…)
  • Ensure the identified patients receive adequate, recommended, high-quality care
  • Conduct a close follow-up of all patients and ensure that all operated patients receive adapted post-operative care as agreed with the doctors
  • Ensure the recommended referral pathway is effective
  • Ensure that all activities of CDE including patients’ files are properly documented and filed in the database

 

Project Cycle Management

  • Conduct field visits across the country
  • Prepare CDE health service policies and procedures, and relevant criteria and standards
  • Contribute actively to developing CDE’s strategy and programming in the country
  • Contribute to the preparation and implementation of needed assessments and support in the design of program/ project proposals
  • Implement projects, ensure proper monitoring: track and analyze indicators related to CDE medical activities and monitor program service performance, monthly percent activity implementation, achieved outputs, and percent budget commitment/ disbursement
  • Provide monthly, quarterly, yearly, and specific reports
  • Contribute to the Mid Term Evaluation and Final Evaluation Reports

 

Other

  • Participate actively in humanitarian forums and relevant coordination meetings and thematic working groups
  • Ensure confidentiality of data and information related to patients, their care and family
  • Keep CDE team informed on any issues related to the patients, healthcare pathway or other
  • Report any security, ethical or acceptance-related issues to his/her line manager
  • Troubleshoot access or availability issues for patients
  • Support operational organization of field trips and CDE programs/activities
  • Translate verbally and by writing when necessary
  • Participate in team meetings or any other relevant internal and external meetings
  • Perform any other additional duties upon instruction given by his/her line manager or technical referent whenever applicable

 

Reporting to:

The Head of Mission in Lebanon.

Team Relationships

  • Liaises with CDE HQ technical referents as required
  • Works closely with hospitals, surgical teams, key informants and any other relevant stakeholders
  • Directly manages an Early Detection Officer

 

PROFILE

 

Professional experience

  • Experience in pediatrics, orthopedic, congenital anomalies, or related health care (Essential)
  • Previous work experience in Lebanon and in the health sector (Essential)
  • Experience in development - humanitarian programs (Desirable)
  • Experience in advocating with national, local, and international stakeholders (Desirable)

Education and Experience

  • Medical / paramedical / public health degree (physician, surgeon, nurse…) from a certified university (Essential)
  • Certification in pediatrics, orthopedic, congenital anomalies or related health care (Desirable)
  • At least two years of experience in pediatrics, orthopedic surgery, congenital anomalies, or related health care (Essential)
  • Experience in health care management, humanitarian/ developmental project implementation (Desirable)
