Emergency Supervisor - Tyre

Under the supervision of the WASH Program Manager, the Emergency WASH Supervisor will be responsible for supervising, monitoring, and reporting emergency response activities implemented in the South, providing support for the filed teams in terms of coordination and planning, coordinating with stakeholders, local authorities and other NGOs to avoid any overlap into activities, and ensuring consistency of data collection. S/he will be responsible to ensuring quality of the programme, promoting protection mainstreaming, community engagement and participation of affected communities. The position may require some fieldwork and movement between areas of intervention.

Objective 1: Follow up day to day implementation of Multisectoral Emergency Response activities (50%)

  • Ensure timely identification of needs and provision of a multi-sectorial response to emergency shocks and Acute Unmet Needs.
  • Support field team in planning and implementing all emergency response process to meet project deliverables based on timeline and scope agreed with the donor.
  • Provide daily support and coordination for emergency response activities' implementation.
  • Assist in filing and record keeping of emergency response related activities as per project requirements.
  • Participate in and supervise collecting quantitative and qualitative data using reporting platforms or any other relevant tools to ensure the accurate and timely submission of the gathered data.
  • Conduct regular field visits to follow up and provide support as needed.
  • Ensure that SoPs and guidelines for formats and tools during all the emergency response processes are put in place by the field staff.
  • Support the elaboration of hygiene promotion, health, and nutrition materials.
  • Identify the most appropriate hygiene promotion/COVID-19 related messages regarding the target population.
  • Ensure that the project's activities are well coordinated with relevant governmental sides (local authorities) and non-governmental sides (RRTs, INGOs, and NGOs working in the same operation area).
  • Represent ACF in Rapid Response Teams (RRT) under ACF AoI and liaise with the WASH PM to plan and carry out all related tasks as a WSSH partner in all pandemic levels.

Objective 2: Team Management (25%)

  • Supervise the staff under his/her management to ensure they are working effectively and to the best of their capacities.
  • Participate in staff training, helping to build technical capacity of staff.
  • Mentor and coach colleagues and team members, building their capacity to obtain high-quality results and impacts.
  • Support the relations with other AAH staff in the base, the support staff, and M&E staff from Tyre Base and Beirut Country Office
  • Helps develop and execute context-specific solutions to improve collaboration, coordination, and performance of the AAH staff.

Objective 3: Protection and Community Engagement (15%)

  • Ensure mainstreaming of Protection and Gender throughout all interventions
  • Promote the use of participatory approaches and community engagement
  • Identify protection needs and monitor the context to flag changes in the protection trends to be considered in AAH interventions
  • With the support of the Protection Coordinator, develop a Protection Risk Analysis to assess risks and applying prevention and mitigation measures to avoid causing harm
  • Ensure AAH accountability to affected communities through meaningful engagement and appropriate actions on feedback and complaints they may be raised with AAH.

Objective 4: Data Collection and Reporting (10%)

  • Report the work's progress to the PM and contribute to the reports and other ad hoc reports to meet donor and internal requirements.
  • Report possible problems or conflicts during the activities.
  • Report the use of materials and possible improvement.
  • Data collection regarding the project and the potentials beneficiaries.
  • Ensure that all referrals are collected and submitted to the right focal points.
  • Ensure the consistency of data collection.
  • Data are monitoring spot checks and follow up with WASH PM.

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan. See to it that the team under his/her responsibility complies with the security plan and performs the security management tasks assigned in its protocols.
  • Communicate to the security managers of the working location any security-related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee's abilities.
  • Support any activity that helps to reach our humanitarian goals, as per the employee's abilities.
  • Promote gender equality within the humanitarian and development work

Profile Requirements:

Training/ Education:

Bachelor's degree in public health studies or/and environmental/civil engineering with deep knowledge about water and sanitation-related studies, with WASH experience in Emergency and conflict/post-conflict contexts.

Technical specific knowledge:

  • Excellent knowledge on WASH emergency responses.
  • Excellent knowledge about COVID-19 prevention and sensitization activities.
  • Experience in kits' distribution, needs assessments, hygiene promotion, working with local communities, children, and vulnerable people, experience in protection mainstreaming, community mobilization and participation.

Previous experience:

  • Minimum 3 years with INGOs/NGOs specialized in Humanitarian assistance.
  • At least two years of experience in WASH/ Emergency projects.
  • Proven experience in emergency response activities.
  • Proven experience in developing and conducting needs assessments.
  • Previous experience on COVID-19 prevention and sensitization activities.
  • Reporting capacity, organized and rigorous personality, availability/learning capacity.
  • Team leader skills, ability to work in a team, interpersonal qualities, diplomacy, flexibility concerning job priority – Agrees with ACF's principles and objectives.

Humanitarian sector knowledge:

Good knowledge of INGOs and donor procedures, guidelines, and interventions in the country.

Action Against the Hunger knowledge:

Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country or middle East region is an asset, though not mandatory.

Languages:

English and Arabic (compulsory working languages, fluent spoken and written).

IT and specific systems:

  • Excellent command of MS Office, compulsory expertise in Excel.
  • Good command in reporting platforms (INA, 123 surveys, Activityinfo, Kobo, and others).
  • Good command of AutoCAD and mapping tools (GIS) is a plus.
