FSL Field Officer

The FSL Field Officer will work directly with Lebanese and Syrian communities, as well as direct beneficiaries. The FSL Field Officer will be responsible for the daily implementation of ACF FSL department’s activity of supporting SMEs impacted by the blast in Beirut and vulnerable households to make their basic needs met in a dignified manner. The Field Officer will be tasked to implement the weekly plans in a quality manner and to report problems encountered during the implementation to the Supervisor. The Officer will execute the daily activities as supervised and tasked by the Supervisor.

Objective 1: To ensure timely and quality implementation of FSL activities (50%)

  • To actively engage in the SME selection process under the guidance of the Supervisor.
  • To oversee the vulnerability assessment conducted by the enumerators with the Lebanese and foreign households that will be nominated to receive multi-purpose cash assistance (MPCA).
  • To provide support to the Supervisor for the design of the SME support & MPCA activities.
  • To ensure coordination of activities with the SME owners and MPCA beneficiaries in targeted areas and to communicate any issues with the Supervisor.
  • To provide verbal and written reports on the activities to the Supervisor on the agreed frequency. Draft weekly reports based on the weekly implementation progress and achievements.
  • Report progress of the work, HR issues, security concerns and other identified livelihoods issues to the Supervisor and support the Supervisor in monthly reports.
  • To Organize the distribution of cash business grants to the selected MSMEs: preparing lists, identifying distribution modalities, informing beneficiaries, and establishing a communication channel with beneficiaries.
  • To follow up the vulnerability assessments conducted with vulnerable HHs and support MEAL team to identify the most vulnerable to deliver MPCA.
  • To conduct visits to SMEs and selected vulnerable HHs, focus group discussions and key informant interviews upon the request of Supervisor.
  • Monitor the conformity of the field works (field visits to SMEs & selected HHs for the MPCA, meetings with SME owners, etc...) with the standards of Action Against Hunger, and as per the agreed activity planned, BoQs and contracts.
  • Provide payment lists and other necessary actions to ensure payments to beneficiaries are done. 
  • Follow up on money collection by beneficiaries.
  • Monitor daily workers making assessments.

Objective 2 :   To ensure timely implementation and follow up of food security and livelihoods activities.(30%)

  • To organize community meetings with the SME owners and MPCA beneficiaries, focus group discussions and assessments to further identify the needs of the SME owners and vulnerable HHs upon the request of Supervisor and Operations Coordinator 
  • To support the implementation of other activities upon the request of Supervisor, Head of Project or Technical Coordinator
  • To support the Supervisor in the planning of livelihoods program items related with the SME support and MPCA
  • To provide verbal and written reports on the activities to the Supervisor on the agreed frequency
  • Daily follow up on the SME support activities (Identification of needs of SMEs, planning for the coaching sessions, delivery and utilization of the business grant in line with the pre-defined rules & regulations) and MPCA support (vulnerability assessment, selection of beneficiaries, delivery of cash, PDM) with the Supervisor. 

Objective 3:  Data Collection and Reporting (10%)

  • File, document and report work progress to the Supervisor on weekly basis
  • Regular reporting of work progress to the Supervisor and Operations Coordinator.
  • Report possible problems or conflicts during the activities.

Objective 4:  Security (10%)

  • Respect the security rules specified in the mission and base security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan.

Requirements:

Training/ Education:                   

BS in Business Administration / Management or Economics

Technical specific knowledge:

Small Business Development & Cash-based Interventions

Previous experience:                  

2 years of experience in humanitarian and development organizations Experience in livelihoods programs. Experience in MSME development and CBI is important.

Personal requirements:             

Good team leadership, good listener, high communication skills, context analysis, flexibility and problem resolution

Languages:                                   

Arabic and English are compulsory.

IT and specific systems:

Good skills in Microsoft Word, Excel, Outlook and power point
