CARE Turkey is seeking an experienced and seasoned leader to assume the role of Deputy Director-Program Quality (DD-PQ). Together with its partners, CARE Turkey is providing humanitarian assistance to people affected by the Syrian crisis on both sides of the border. CARE established its operations in Turkey in 2013 and currently responds to the needs of Syrian refugees & host communities in southern Turkey and the IDPs and host communities in North West of Syria.
The DD-PQ reports directly to the Director Program Quality (DPQ) and will coordinate closely with the Cross Border and Refugee Program, and collaborate with the Monitoring and Evaluation Manager and the Knowledge Management and Learning Manager, to plan, develop, organize, and manage CARE Turkey’s Monitoring & Evaluation (M&E), Knowledge Management and Learning and Accountability units with the aim of meeting programmatic quality goals in compliance with organizational and donor standards and in support of the organization’s strategic plan.
The DD-PQ provides leadership and delivery of (i) research, impact measurement and knowledge management throughout the program cycle, (ii) a holistic approach to Monitoring and Evaluation for the Country Office and (iii) a robust Feedback and Accountability Mechanism.
A major emphasis of this position is to play a strong managerial role in ensuring that CARE's country program strategy is implemented in a quality manner and ensuring projects are implemented while fulfilling standards of quality and accountability along with delivering the desired impacts in making a significant contribution to reducing poverty, social injustice and saving lives.

• Bachelor's degree in Humanitarian Action, or equivalent education and work experience in relevant field
• Eight years’ experience in humanitarian programming, including strategy, design and implementation, and in Monitoring, Evaluation and Learning
• Skilled in coordinating networks and building synergies across teams
• Advanced communication, facilitation and consensus building skills • Experience of working in a country office,
• Experience in defining technical messaging for advocacy campaigns
• Strong demonstrative experience in strategic and business planning and leading organizational transformation
• Proven experience of successful capacity-building of humanitarian field staff and partners on MEAL concepts, theory and practice
