Communication Expert (Consultant)

Within the framework of “Qudwa”, AND is seeking the expertise of a communication expert to develop, test and design a set of key messages along with a dissemination process of these messages to help advocacy efforts and raising awareness on child labor, child marriage, COVID stigmatization and domestic violence.

Expert should initiate a tailored mechanism to fit the Akkari context taking into consideration the following:

Messages shall target host and refugees’ communities

Messages shall address Adolescent girls between the age of 12 and 18, women around 18 and above, male caregivers and community leaders

Messages shall respect AGDM and IASC standards.

Messages shall be gender sensitive

Expert is expected to cover the following:

• Introduce the team to the concept of social and behavioral change, positive aspects on the society and anticipated outcomes.
• Conduct several focus group discussions with different community members to identify main protection threats, root cause of malpractices and any other arising challenge from the perspective of people with different roles in the society and from different backgrounds.
• Brainstorming sessions to identify key messages through spoken slang.
• Fine tune messages and ensure it fits the required criteria
• Test the messages with several group from the communities for efficiency and impact measuring purposes
• Identifying visibility and marketing options of the messages to ensure wide dissemination.
• Draft an evidence-based dissemination plan to ensure a diverse reach of community members.

Expert shall demonstrate the following:

• Ability to conduct work remotely and as efficiently in case lockdown was extended
• Adherence to WHO preventive recommendations when conducting in person activities.
• Strong communication and interpersonal skills; must be personable and diplomatic in working with a diverse range of people.
• Communicate information with enthusiasm, clarity and patience.
• Stand for AND’s mandate and abide by its rules and regulations

The Expert shall be responsible for the following deliverables.

• Propose a specific technique-oriented process for the identification of key messages.
• Design focus group discussions and provide briefings to the management team amidst completion. 
• Providing a marketing plan and means for dissemination tailored specifically to the targeted areas.
• Provide a full report upon completion of the job highlighting challenges, best practices and include recommendations for follow up actions.

Location of Assignment:

In-person and/or virtual covering Jurd, Sahel and Halba areas in Akkar

Reporting

The Expert shall report to the project manager.
