Head of Project - MADAD - Zahle

The MADAD Head of Project will be responsible for:

Objective 1: To ensure timely and quality implementation of MADAD project at base level (60%)

Field Activity Implementation:

  • Prepare, follow up and update the project workplan, in coordination with the Program Manager, and other departments, making sure assessments, project activities and objectives are met. Communicate any delays or deviations with his/her line manager
  • Provide guidance to the project teams in weekly planning meeting, organize field visits, prepare reports, follow-up communication with donors and other Departments, monitoring of activities and ensure plans are in line with the project workplan
  • Plan and collect systematically the means of verification for the project (attendance sheets, distribution list of beneficiaries, etc.)
  • Guarantee a close and technical follow-up of the project activities with the field engineer, service contractors and suppliers to ensure compliance with engineering standards

Team Management and capacity building:

  • Divide the tasks and responsibilities between himself and the field engineer according to programmes’ needs and ensure responsibilities and functional relations are clear:
  • Support the staff under direct line management in developing project planning, weekly planning and monthly planning
  • Ensure staff capacity development according to the programmes needs and staff expectations (training plan, capacity development plan, etc.), evaluate staff performance

Archiving:

  • Ensure proper archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)
  • Proper use of the Action Against Hunger online platform to archive key project documentation;

Reporting:

  • Determine reporting processes with the field team (weekly and monthly) and ensure technical reporting of activities
  • Provide verbal and written reports (APR and donors report) to the WaSH Program Manager for the MADAD project (including Hygiene Promotion/Community Engagement component in collaboration with the HP team)

Budget Management:

  • Ensure a proper forecast and budget follow-up of the MADAD project, in close coordination with  Admin Department

Logistics and Supplies Management:

  • Ensure timely procurement of goods and services for the project, developing and updating the procurement plan according to workplan
  • Work in close collaboration with the Logistics Department to identify suppliers, provide technical input in procurement processes  and follow-up the contracts
  • Follow ACH and donor regulations in therms of equipment, assets, stock and transportation

HR Management:

  • Ensure the compliance of working conditions while in office or in the field with respect to Action Against Hunger code of conduct and standard operating procedures for the area of operations;
  • In collaboration with HR Department, ensure staff recruitment, induction and integration and conduct the appraisal for team members

Objective 2 : To ensure a proper Monitoring, Evaluation & Learning of the MADAD project (10%)

  • Follow-up the MEAL plan and project indicators, in coordination with MEAL Department
  • Keep updated the beneficiary list and other project database
  • Support the staff under line management in integrating MEAL activities
  • Ensure proper communication of the hotline and feedback mechanisms
  • Use the internal processes for referral and follow-up, in collaboration with MEAL team
  • Encourage and train the field team to ensure accountability towards beneficiaries

Objective 3: To contribute to the Coordination and Representation (20%)

Internal

  • Ensure excellent coordination with all the WASH team and other departments to ensure smooth project implementation
  • Regular and transparent communication with her/his line manager
  • Report possible problems or conflict during the activities or within the team or the base

External

  • Ensure project coordination within the Consortium, participating in coordination meeting and reporting to the lead organization
  • Direct communication with local authorities and beneficiaries
  • Represent Action Against Hunger in technical humanitarian platform when requested by her/his line manager

Objective 4: To contribute to the comprehension and support to the implementation of WaSH strategy (10%)

  • Follow-up the WaSH strategy at base level, based on WASH PM, WaSH Coordinator and Operations Coordinator’s guidance
  • Identify the needs of the vulnerable populations, proactively propose solutions, and participate in the discussions to design interventions
  • Represent Action Against Hunger in WaSH meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers

Objective 5: Security

  • Respect the security rules specified in the mission and base security plan, ensure that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security manager of the working location any security related information or noncompliance with the security plan
  • Report on any security incident to the security manager

Objective 6: upport humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and development work

 

Requirements:

Training/ Education:

Degree and/or master’s degree in water engineering (preferred), Civil Engineering or Environmental Engineering or any other relevant engineer degree. Development, Humanitarian and Project Cycle Management courses are an asset for the position.

Technical specific knowledge:

  • Excellent WaSH engineering knowledge and experience (specifically in wastewater systems );
  • Knowledge about the Water Sector in Lebanon, wastewater, and environmental regulations;
  • Experience conducting assessments in ITS;
  • Significant experience in working in collaboration with local partners, government bodies, INGOs and donor agencies;
  • Excellent knowledge of project cycle management;
  • Knowledge or experience working in consortium is appreciated;
  • Experience working in integrated programmes;
  • Basic knowledge on Hygiene and Health is a plus.

Previous experience:

At least 3-year experience working in project management positions in humanitarian and development organizations in the WaSH sector;

Demonstrable experience managing field team.

Personal requirements:

  • Organized, good team player, result oriented and professional humanitarian aid worker with experience in WaSH interventions.
  • We are looking for a problem solver, with a flexible mind-set, able to deal with WaSH solutions and  think strategically.
  • Leadership skills, and very good oral and written communication skills

Languages:

Fluent written and spoken Arabic and English

IT and specific systems:

  • Strong computer skills in Office environment (Word, Excel, Outlook) and engineering software (AutoCAD).
  • Knowledge of GIS would be an asset.
