MEAL MHPSS Manager - READVERTISEMENT

Main responsibilities:

  • Manage and supervise the MHPSS MEAL activities
  • Ensure the proper implementation of the MEAL plans
  • Ensure a proper feedback and complaint mechanism is set up and functional
  • Coordinate MEAL activities among the MHPSS program team and with the partners of the projects.
  • Participate in the capacity building of the staff and partners on M&E related topics
  • Ensure regular and accurate data collection and reporting
  • Contribute to the analysis of program activities

 

The main responsibilities and activities of the M&E Manager can change depending on the evolution of the context, the work organization and the team composition.

 

Main activities:

  1. Monitoring and Evaluation:
  • Develop and implement the program MEAL plans for MHPSS programs, support the technical field teams to develop annual MEAL plans for their area of operations. Ensure MEAL plans are updated and followed. 
  • Lead in the development of harmonized tools and guidelines for data collection, collation and reporting.
  • Supervise the data collection in the field, ensuring the coordination among relevant staff, the quality of the data collection and its compliance with the MEAL guidelines and with the donors requirements
  • Be in charge in conducting data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams;
  • In coordination with MHPSS Program Team , support the design and the  implementation of project and program-led assessments within the areas of intervention - ensuring that assessment and evaluation strategies are implemented in a structured, coherent manner in line with project and strategic objectives;
  • Organize field visits to monitor program activities / interventions and produce & share reports with MHPSS program team as well as management team based on quality and accountability findings.
  • Support MHPSS program teams in the analysis and systematic collection of data for the projects.
  • Work with and support  of the Program team and in close cooperation with the PHCC MEAL Manager and MEAL Officer to organize the framework for improving program design, implementation, evaluation and learning processes.
  • In collaboration with the MEAL Officer, support the program team in updating the indicator tracking tables and provide necessary MEAL guidance regarding projects performance.
  • Assist in developing strong indicators and logical frameworks for ongoing and new projects, including qualitative indicator and tools in close cooperation with the MHPSS Program team
  • Capacity building of program staff and local partners on project related M&E templates/forms for data collection.
  • Carry out follow-up monitoring visits to materialize actions agreed

 

  1. Accountability:
  • Work with the MHPSS technical teams to develop and implement a strong accountability plan, ensuring the collection of beneficiary feedback, information sharing, and promote transparency
  • Design, set up and ensure the implementation of functional Complaint Feedback Mechanism (CFM) accessible to beneficiaries.
  • Develop assessment tools (beneficiary satisfaction survey, process monitoring tools, etc.) and monitoring tools.
  • Ensure that the agreed action plans are followed in timely manner by program team and that the feedback loop is closed.
  1. Learning
  • Participate in project meetings, review meetings and close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programs.
  • Liaise with MDM’s Program team  and  other departments to ensure close coordination and information sharing is maintained and information needs are being met.

 

  1. Management

Depending on the team composition and ongoing projects  and daily workers involved in any surveys for MHPSS program.

  1. Coordination with the program team and partners

Coordinate across different departments/teams to ensure a proper MEAL implementation

Attend the MEAL task force of the consortiums MdM is involved in and other working groups when relevant for MEAL activities in coordination and cooperation with MEAL PHC Manager.

  1. Reporting

Contribute to the monthly situation reports

Work with the MHPSS program teams in gathering information from the field for donor reports; ensure that reports explain inconsistencies and deviations from planning, in collaboration with the MEAL Officer.

Ensure timely submission of high-quality activity and donor narrative reports.

Contribute to proposal writing and participate in the quality of program design - reviewing log-frames, results frameworks, MEAL Plan etc.

Perform any other duties and responsibilities within the overall function of MEAL as and when requested.

Requested competences/skills/profile

 

  • University degree (BA) in statistics, social science and research, international development; master degree will be valued
  • Proven experience of at least 3 years in a MEAL department in the humanitarian field
  • Experience or background in MHPSS programs,  public health, health information management or a related discipline
  • Experience in leading monitoring exercises, evaluations, baseline and end line surveys
  • Good knowledge of the public health sector in Lebanon and program management.
  • Excellent computer skills
  • Proficiency in reporting
  • Professional proficiency in Arabic and English is mandatory
  • Good communication skills (oral and written)
  • Experience working with NGOs is preferred
  • Ability to cope with difficult security context
  • Ability to travel frequently during working hours to pay field visits
  • Excellence in organizing, planning and prioritizing tasks
  • Ability to work with a team as well as to work independently
  • Clear commitment to the project thematic
