Strategic Planning Development Consultant

Overview

Amongst CARE International’s key imperatives in our mission is putting people it serves first through implementing cutting edge programming in areas it operates. CARE International in Lebanon (CIL), has recently been responding to multiple crisis, with rising socio-economic crisis, Syrian refugee crisis, COVID 19 pandemics and long ago the Beirut Explosion. CARE International Lebanon is giving utmost importance to exploring more effective programming ways and thinking that would allow us to adopt a more nimble approach in between crisis response and development.
CARE International presence in Lebanon stems from 2006, and recently it has been relaunched in 2013 to support Syrian refugees that were displaced in Lebanon from crisis. Currently, CARE is consolidated in the North, Beirut and Mount Lebanon. We also have a presence in Tyre, South Lebanon and Bekaa Valley, albeit in non-conventional way with presence via partner organizations. . The main program sectors that CARE Lebanon is working in are; Protection with particular emphasizes on Gender, Economic Empowerment and livelihoods, Shelter and Emergency Response, being cross-cutting. In addition, CARE International Lebanon is aiming to include Environment as a standalone programming area, come next FY.
CARE Lebanon has scaled up rapidly over the past few years and today it has just about 140 staff members, with about 15 different local/international organization partners. 97% of the team is composed of national staff.
It is of critical importance for the consultancy to know that CARE International Lebanon has produced some key strategic documents such as Crisis response Strategy, Emergency Response Strategy, EPP plan is under the progress, Contextual Analysis and Functional Review. CARE International Lebanon is also planning to undertake a Partnership Strategy Workshop, so it could inform its programming further.
Objectives
CARE International in Lebanon (CIL) is seeking a consultant to Lead the process of writing and developing CIL’s Programme Country Strategy for next 3 years.

Consultant Profile

At least 5-10 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on International Development and Emergency Programming, Analytical Skills, Strategic Positioning, Business Development, and MEAL

Master’s degree in one or several of the following areas: agronomics, rural economics, development studies, agriculture, etc.
Competencies
• Excellent strategic planning understanding and insights
• Proven experience in strategic planning processes for INGOs
• Great understanding of the INGO trends and patterns
• Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
• Team player with strong interpersonal skills, with the ability to build strong internal relationships

How to apply

Please submit your technical and financial proposal to undertake the above activities by sending an email to recruitment@careliban.org . The Consultant should submit a detailed proposal with the following components:
a) Technical proposal to include:
• Maximum of 2 pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;
• CV
• List of previous clients for similar jobs;
• Copy of newly issued judgmental record for nationals;
• Copy of ID or passport
b) Financial proposal detailing the following:
• Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
• Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)
In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.
Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
