Monitoring and Evaluation Officer - NOA

Description of Duties

  • Support the management of evaluations and country programme reviews including drafting TORs, preparing desk review documents, liaising with project staff and consultants, overseeing evaluation implementation and schedules, reviewing draft reports against quality criteria.
  • Provide support to the management response system and technical inputs to evaluability assessments. Regularly update the evaluation plan and consultants roster.
  • Support the development of quality DWCPs and development cooperation projects in the region; this includes reviewing and analysing country specific development plans and priorities, socio economic data, reports and other relevant information, ensuring sound theories of change and knowledge management practices are applied. Review and analyse results framework in the region (DWCP/ DC projects) and provide technical input to continuously improve the monitoring and results reporting work the region.
  • Assist in the development of M&E systems/plans; this includes compiling monitoring information and data, supporting in the development of quality data collection tools, synthesizing information and preparing short briefs. Assist in the development and maintenance of computerized information systems for use in monitoring and reporting on activities and performance.
  • Review and analyse existing information and reports on regular budget, regular budget supplementary account, and extra-budgetary funded technical co-operation activities in the region

Education

University degree in economics, statistics, management, social science or related fields with demonstrated expertise or equivalent experience. Specialization or formal training in results-based planning, design, data collection, monitoring and evaluation methodologies and project cycle management is an advantage.

Experience

At least three years’ experience in results-based monitoring and evaluation of development programme and projects and/or in planning, managing and conducting evaluations. Familiarity with project management and implementation, knowledge of evaluation theory and practical methods would be an advantage.

Languages

Excellent command of English and Arabic

  • Good knowledge of evaluation technical and practices, practical experience of results-based programme and project administration with a focus on monitoring and evaluation.
  • Ability to interpret project information and to identify and analyze problems with implementation.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects. Excellent drafting skills.
  • Ability to communicate effectively both orally and in writing. Excellent analytical skills.
  • Ability to justify requirements and approaches to problem resolution, and ability to negotiate.
  • Good computer application skills.
  • Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy.
  • Ability to work in a multinational environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
