Humanitarian Access and Security Senior Officer - FOR NATIONAL CANDIDATES ONLY

Job Overview: 

The Lebanon Humanitarian Access and Security Senior Officer contributes to the analysis of accessibility in the country in order to facilitate useful information for the planning of humanitarian intervention and IRC programming. The Humanitarian Access ad Security Senior Officer will support to maintain, improve and expand principled humanitarian access to affected populations in area of responsibility through liaison, analysis, monitoring, reporting and training. HASSO will support in the implementation of Security Capacity Building plan and extend his support to field office to ensure the country program implementation is on track.

 

Major Responsibilities:

Safety and Security Management Planning

  • Work with HASC to develop, consolidate and implement operating procedures and contingency plans for the country program.
  • Act on behalf of HASC when on leave,
  • Follow up and evaluate the update of the hibernation and evacuation plans for all IRC offices and residences in Lebanon.
  • Conduct risk assessments of contracted and prospective offices and residences in Beirut and Mount Lebanon.
  • Support in undertake continual assessments of equipment to ensure that minimal conditions for security are being met.
  • Support HASC in updating the Country Security Management Plan (SMP) and related documents.
  • Lead on the planning of VIP and donor visitors.
  • Support in establishing and maintaining formal and informal relations and a network of contacts allowing the collection of information related with the humanitarian access, specifically in the areas of current or planned intervention.
  • Develop and update list of contacts (formal/ informal) and create a stakeholders map per district/ sub-district.

 

Monitoring, Analysis and Supervision

  • Compile the Monthly Security Report that track incidents and trends within the IRC’s area of operation. 
  • Compile and Submit the Weekly Security Report.
  • Work closely with IRC teams to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately.
  • Coordinate regularly with the HASC on safety & security and fulfill reporting requirements to the region.
  • Support in developing and maintaining up-to-date Lebanon context analysis and risk assessment, as well per zone of intervention. Daily Security Report, Weekly - weekend updates, Biweekly context analysis, S&S monthly report, etc. 
  • Regularly monitor the news and share timely security related information on the platforms adopted by IRC Lebanon (WhatsApp, RescueAlert…)
  • Support in provide timely contextual and data inputs into humanitarian situation reporting and share them with internal stakeholders.
  • Support HASC identifying barriers to access and develop support field management to develop strategies to address identified barriers.

 

Capacity Building

  • Provide Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications
  • Conduct orientations for new staff and visitors.
  • Assist the building of capacity, awareness and preparedness of staff to deal with security-related risks, threats and incidents through the delivery of high quality, regular trainings/ briefings to national and international staff and IRC visitors when deemed necessary
  • Deliver Humanitarian Negotiation Training and access related sessions/ training
  • Support in the analysis, follow- up and execution of the Capacity building plan.

Key External Stakeholders:  All stakeholders related to Humanitarian Access and Security in the region

 

Job Requirements:

  • Education degree: Bachelor’s Degree in communication, politics, risk or another related field.
  • A minimum of 6 years’ experience in S&S including the last 3 with an international NGO.
  • Proven ability to prioritize tasks and meet deadlines.
  • Stable, moral and robust character and a good team-player.
  • Excellent communication skills, calm, and a good sense of humor.
  • Proven commitment to accountability practices.
  • Fluent in written and spoken English and Arabic Preferable.
  • Management and/or supervisory experience.
  • Training or experience in crisis management.
  • Training in safety, fire and evacuation procedures.
  • Training in safety and disaster management.
  • Experience negotiating access for humanitarian or other agencies.

 

LANGUAGES

Fluency in both Arabic and English; French proficiency is a plus.

 

Working Environment: The position will be based in Beirut, Lebanon - with regular travel within the country.
