ROLE PURPOSE:
The role holder will be responsible for the day-to-day implementation of food security and livelihoods activities. He/she will conduct the needed outreach for beneficiary’s identification, registration, distribution of cash and food parcels, conduct information sessions and participate in the emergency and COVID-19 response activities as needed. He/she will be responsible of the provision of daily/weekly reports.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Programme Implementation:
- Lead on the CASH and food distribution response along with the FSL coordinator, officers and assistants; in line with programme implementation plans and against donor requirements/ indicators and partners’ contractual agreements.
- Contribute to and follow up on the registration and verification of beneficiaries by collecting appropriate data.
- Conduct beneficiary outreach with the support of FSL staff, partners and local stakeholders.
- Conduct trainings and sensitization and awareness sessions for beneficiaries and other stakeholders.
- Conduct household vulnerability assessments, interviews and focus group discussions to collect information, as needed.
- Act as a liaison between communities and the Save the Children office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the FSL coordinator.
- Participate in the distribution of beneficiary ID and ATM cards and in-kind items to pre-identified beneficiaries.
- Coordinate with the relevant mechanisms and staff in relation to the COVID-19 response.
- Report any deviance from the program plan in a timely manner.
- Work with logistics staff for programme procurements and logistics according to SCI’s procurement guidelines and manuals, including preparation of procurement requests and receiving goods and supplies.
- Coordinates with Save the Children’s other sectors (education, child protection, health/nutrition and shelter) to ensure integrated and efficient programming, including ensuring the cross-referral of beneficiaries.
- Ensure that the implementation of activities is gender sensitive, inclusive of vulnerable communities and people with disabilities, participatory, relevant to the context and conflict sensitive as well.
- Promote accountability and transparency with all the implementing activities.
- Supports and stimulates teamwork within FSL and North office teams.
- Contributes to the institutional memory and the experience sharing by reporting and feedback, innovating initiatives and by networking with other colleagues.
- Carry out additional tasks upon decision by the FSL Coordinator or FSL Program Manager.
Programme Monitoring and Reporting:
- Contribute to the weekly and monthly planning and submit regular reports to FSL Coordinator.
- Collect needed data from the field for the purpose of activity and donor reporting.
- Produce timely reports for internal use on the status of on-going programming.
- Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation.
- Contribute to data entry and IPTT reporting, as needed.
- Organize monitoring visits and home/field visits when needed.
- Contribute to and follow up on the monitoring and evaluation of activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires.
- Ensure proper filing and documentation of project related documents and activities.
- Conduct awareness sessions on Save the Children’s Feedback Mechanism System, and encourage its use.
- Contributes to lessons learnt/ best practices workshops and ensure their implementation on the field.
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE:
- Degree in Economics, Finance, International Relations, Social Sciences, Development studies or similar field
- Minimum 2-3 years of experience in development programs, preferably working in food security and & livelihoods, and with experience in cash and food related projects
- Experience in working with CSO partners staff, in related capacity building activities and monitoring their activities.
- Good time management skills
- Experience in data collection and validation
- Experience in monitoring
- Experience in fieldwork and working with Syrian, Palestinian and Lebanese communities in specific
- Fluency in written and spoken Arabic and English
- Computer skills (especially Microsoft Excel)
- Strength in interpersonal, communication and presentation skills
- Available to travel in country
- Experience and knowledge in Cash, Voucher and Emergency programming
- Familiarity with refugee communities in country of operation
