Settlements-Based Approach Adviser

1.      Role Summary:

The Settlements-Based Approach Adviser is responsible for the management of the roll-out and implementation of the Settlements Based Approach (SBA). He/She will act as the Technical Lead of the SBA modality, ensuring all tools and methodologies are developed in a timely basis, and are well-conveyed to the field teams for implementation. In close coordination with the Area Managers, Project Managers, the national shelter team, as well as the various CC Specialists, the SBA Adviser will oversee the implementation of the modality and ensure its quality. The position holder will report to the S&S Specialist.

Generic Responsibilities:

  1.  Provide technical support and guidance to the field teams during the implementation of the SBA.
  2. Ensure technical tools and SOPs for the roll-out and implementation of the SBA are developed on timely basis and conveyed to field teams accordingly.
  3. Contribute to the training of field staff on the data collection processes (assessments, surveys, KII and FGD questions), as well as on the data analysis, along with the concerned Specialists and M&E, while fostering a mutual learning environment.
  4. Support PMs in the planning of the data collection activities and follow up on the implementation based on planning and as required by the project’s timeline.
  5. Support PMs in the coordination activities related to the implementation of the SBA, including meetings with regional and local authorities, INGOs, UN Working Groups, NGOs and local community-based organisation.
  6. Assist the Project Managers in developing a methodological context analysis, and in the refining of data collection tools as relevant, in close coordination with the GIS Coordinator.
  7. Ensure a proper data analysis process, incorporating findings from the Context Analysis, Stakeholder Mapping, Multi-Sectorial Assessments, Household Surveys, and other data collection, to develop holistic and feasible Local Response Plans.
  8. Ensure meaningful community engagement and participation during the various phases of the implementation.
  9. Ensure that NRC’s related activities are implemented with NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

Specific Responsibilities:

  • Design and develop Standard Operational Procedures (SOPs) as well as technical guidelines for the implementation of the various phases of the SBA.
  • Document the learning from the implementation of the various phases of SBA, and ensure that they are reflected into NRC’s SOPs and technical guidelines.
  • In collaboration with PMs, and coordination with the GIS Coordinator and CC Specialists, develop detailed workplans, including M&E plans, for the implementation of the SBA, in line with projects’ deadlines and milestones.
  • Attend coordination meetings with PMs as relevant, including meetings with local authorities or sectorial working groups.
  • Maintain a close coordination with the GIS Coordinator to remain updated regarding the findings of the various multi-sectorial assessments and surveys being implemented in the various Area Offices.
  • Maintain regular feedback sessions with the various PMs to understand contextual challenges in the implementation of the modality and provide technical support on how to tackle these challenges.
  • Participate actively in the brainstorming, planning and lessons learnt sessions of the various field teams throughout the implementation of the projects, to provide guidance and support.
  • Support PMs in finalizing Local Response Plans based on the findings of the various multi-sectorial assessments and develop along with the AMs and PMs a proper communication plan of the Local Response Plan to the targeted communities, local stakeholders, humanitarian and developmental agencies, as well as authorities.
  • Consolidate field updates and report to CC Specialists accordingly.
  • Contribute actively to the revision and improvement of the reference documents such as workflows, data entry procedures, etc.
  • Work closely and flexibly with the M&E teams to ensure relevance, consistency and quality of data.

2.      Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

  • Master’s University degree or equivalent in Architecture, Civil Engineering, Social Geography, Social Sciences, Urban Planning or other relevant field with technical specialization in Geographic Information Systems (GIS).
  • Minimum five years of relevant work experience in managing multi-sectorial interventions, or urban development projects.
  • Fluent in English, both written and spoken.
  • Experience in coordinating with a team of multidisciplinary background.
  • Capacity to develop technical guidelines and SOPs.
  • Demonstrated knowledge in primary and secondary data collection, research methodologies, and processes analysis.
  • Familiarity working with municipalities and public sector is desirable.
  • Previous experience in dealing and coordinating with other NGO’s, INGOs or active agencies in the area is an asset;
