DEPARTMENT PURPOSE: The programme aims to reduce the overall state of inequality in Lebanon through a multi-structural approach that empowers individuals (e.g. girls, boys, women, and men – including youth), as well as groups (e.g. Local Civil Society Organizations (CSOs), Community Based Organizations (CBOs), feminist collectives) to achieve the following interlinked goals: 1) actively influence the processes by which public policies are made, 2) protect the basic social, economic, civil, and political rights of all citizens, specially marginalized groups (e.g. Syrian and Palestinian refugees, People with Disabilities (PWD), Lesbian Gay, Bisexual, Transgender, Queer plus (LGBTQ+), and migrant workers), and 3) facilitate access resources to strengthen their economic and social resilience.

TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars, which are the Governance and Economic Justice pillar and the Humanitarian Pillar.

The Governance Program aims to empower marginalised women and men, particularly youth, to exercise their basic rights to influence decision-making in support of more accountable, effective governance, particularly in relation to respect for basic rights, access to services, resource management and distribution, and gender equity.

JOB PURPOSE: Oxfam in partnership with COSV and Beyond Group is implementing a European Union Trust Fund (EUTF) funded project entitled “Social Entrepreneurship Ecosystem (SEE) Change”. The project is implemented between September 2020 and August 2023 in the Bekaa, North Lebanon and Mount Lebanon. SEE Change aims to build social entrepreneurship monitoring tools and establish monitoring units on the community level; to strengthen SEs through financial and non-financial support as well as unique incubation programs; to strengthen social entrepreneurship support organizations (SESOs) through capacity building and networking initiatives; and, on the policy and advocacy level, to facilitate a common advocacy strategy for members of the ecosystem, to support existing networks and to contribute to the adoption of a legal framework for social entrepreneurship. 

 

Under the supervision of the Steering Committee, and in close coordination with Oxfam’s Country Office, the Project Coordinator (PC) is responsible for providing vision, leadership and direction to the Consortium and its activities. She/he will supervise project implementation and ensure the project meets stated goals. The PC will ensure the consortium has a coherent strategy that responds to the requirements of people the project intends to support. Furthermore, the PC will take a leadership role in coordination and advocacy among donors, key stakeholders and implementing partners. The PC position requires diplomacy and ability to advocate on behalf and represent a coalition of partners especially when interacting with numerous GoL institutions and national and county-level government officials.

 

On top of overall coordination, leadership and management of the BADAEL Consortium that ensures synergies and strategy alignment is built, maintained across the consortium target location (North and Bekaa Governorates), the PC will wear the dual hat of leading the day-to-day programmatic coordination and grant management function for the Oxfam component. The PC is accountable to the Steering Committee and coordinates with the senior management teams (which form the TMU) of each agency.

 

The PC is expected to work closely with the Governance and Economic Justice team and the Oxfam Policy team towards common objectives.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Consortium Management & Leadership (20%)

  • Ensure high-quality technical program monitoring through hands-on guidance and support grounded in the program’s strategic objectives and adherence to donor requirements.
  • Overall responsible for program and budget monitoring
  • Directly supervise project managers in line with Oxfam HR policies and input from the consortium members
  • Co-Chair the steering committee, ensuring key information on the project is available to senior members of the consortium and decisions are taken to support the effectiveness of the consortium
  • Document and disseminate key steering committee decisions, roll-out the decisions and follow-up as required.
  • Monitor work plan and keep partners accountable to program commitments.

Project Cycle Management & Programme Quality (25%)

  • Develop overall programme guidance in terms of work plans/budget work plans, spending plans, MEAL plans, procurement plans;
  • Work closely with the technical advisors and support staff to provide appropriate guidance and managerial support to implement the project in line with the objectives laid out in the donor approved proposal;
  • To report regularly, verbally and in writing to the Head of programmes and Policy adviser on regular basis on programme progress;
  • To lead in preparing mid-term and final reports for the donor in collaboration with partners, project staff, technical coordinators, Funding Coordinator, Support teams. Ensure narrative reporting and financial accounting meet Oxfam and donor’s requirements;
  • Support and promote programme quality and project strengthening activities e.g. data management, project quality meetings, learning events and partnership reviews;
  • Ensure Oxfam’s Programme Management system OPAL, is up dated and relevant for the programme in question
  • Monitoring and evaluating the project regularly, ensuring partners’ and community participation as appropriate, as well as accountability towards communities.
  • Follow up on MEAL activities and findings ensuring that learning from monitoring and evaluation is included and strategies and programme implementation are adapted accordingly.
  • Ensure that risk management and contingency planning is included at all stages of the programmes.
  • Ensure an exit strategy is in place for all pilot projects funded by the project, and for the network sustainability.
  • Ensure project activities have the appropriate visibility in compliance with donor requirements and procedures.

People & Team Management (20%)

  • Recruit and line manage relevant staff;
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Solicit appropriate training and learning opportunities for team member in line with development objectives and ensure regular coaching of staff;
  • Oversee performance management and staff development of team member, and provide necessary and timely feedback to all staff being directly managed;
  • Raise protection concerns identified by the network to the protection coordinator and the policy adviser, propose points for advocacy, and cooperate with the advocacy and policy team in designing, organising and preparing advocacy and learning events.

Budget & Financial Management (20%)

  • Initiate monthly financial review meetings, involving relevant consortium staff and support staff to plan and monitor the budget, review procurement and spending plans, and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations of Oxfam are adhered to;
  • Review actual financial performance against the budget, and explain variances on a regular basis;
  • Ensure that donor contractual requirements are fulfilled, including by partners, with particular reference to the General and Technical conditions of the Grant Agreement and internal regulations, throughout the entire project period;
  • Responsible for overseeing activity and financial progress against project partnership agreements;
  • Responsible for ensuring appropriate monitoring (financial, technical, implementation) of consortium partners;
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.

Representation & Advocacy (5%)

  • Serve as primary project representative to donor and other local and international stakeholders, responsible for addressing all project matters.
  • In coordination with consortium member focal points, develop and maintain positive relations with relevant ministries and other government counterparts, donors, and other relevant external stakeholders.
  • Promote the values of the consortium, coordinate with external actors and represent the consortium. Ensure that meetings are documented and results circulated to appropriate staff, and consortium member partner focal points on a timely basis.
  • Provide strategic leadership on external communications in line with Steering Committee guidance.
  • Assist with the coordination of visits of donors, and/or partners related to the project.
  • Lead on organizing joint consortium events, such as joint advocacy, research, project launch etc., coordinating closely with the policy and media team

Reporting & Communication (10%)

  • Monitor program implementation and ensure regular reporting by consortium partners;
  • Review and approve final donor reports based on inputs from consortium partners
  • Establish and maintain clear lines of communication with project staff and ensure internal communication among consortium members and project staff is effective;
  • Provide technical assistance, as needed, to consortium partners on financial compliance and reporting;
  • Support the Finance officer to receive, consolidate, prepare and submit regular financial reports to the donor
  • The Project Coordinator will ensure all partners are submitting timely financial and narrative reports in line with donor and Oxfam system requirements

  • Minimum 5 years professional work experience in international humanitarian/ development work, including in the MENA region;
  • Demonstrated experience in managing and leading Consortia;
  • Demonstrated technical expertise and experience in local economic development, livelihoods and/or social cohesion programming;
  • Experience in representation and networking, in particular with Governments, humanitarian and development actors and Donors;
  • Demonstrated project, program and human resource management experience, including in working with local partners;
  • Strong MEAL experience, including in complex programmes with high-profile evaluations;
  • A Bachelor Degree (post-graduate strongly preferred) in international relations, business administration, management, human rights, social sciences or related field;
  • Proven analytical and strategic planning skills;
  • High-level communications and people skills;
  • Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the Consortium at high level forums;
  • Professional fluency in written and spoken English

Desirable

  • Technical Expertise and experience in social entrepreneurship initiatives
  • Professional fluency in written and spoken Arabic and/ or French
  • Knowledge of EU procedures
